Contractors must use Department of Labor (DOL) category 27102 Guard II security personnel and are responsible for all necessary state/local licenses, permits, firearms, ammunition, and equipment.

Past Performance will be evaluated based on previous FEMA and government contract performance. Price will be evaluated for fairness and reasonableness.

Offerors must complete and submit the Past Performance Questionnaire (Attachment 2) and the Certification of PWS 3.1 (Attachment 3) to confirm personnel qualifications. Bidders must also account for the Wage Determinations (Attachment 4) for South Carolina in their pricing.
