Purpose & Scope

FEMA requires contracted Level II Armed Security Guard Services for both temporary and fixed facilities, including Joint Field Offices (JFOs), staging yards, branch offices, and other temporary or fixed facilities as needed during disaster and emergency declarations in South Carolina. Services include access/egress control, security screening, visitor processing, patrol, traffic control, emergency response, incident logging, and reporting. Contractors must be able to deploy a minimum of six (6) Level II Armed Protective Security Officers within 24 hours of contract execution.

Key Requirements

Personnel must be U.S. citizens, proficient in English, possess a high school diploma/GED, and have at least two years of security or military experience. They must pass a Moderate Risk (Tier 2) background investigation and meet "For Official Use Only" (FOUO) suitability. Required certifications include State Security Officer Certification, active firearm licenses, current firearms training/qualification, CPR, First Aid, AED, and baton or OC certification. Contractors must use Department of Labor (DOL) category 27102 Guard II security personnel and provide all necessary state/local licenses, permits, firearms, ammunition, and equipment. Comprehensive plans (working, staffing, project, continuity, transition, use of force) are also required.

  • Period of Performance: A base period of 30 days, commencing April 8, 2026, with two (2) one-month option periods. The total contract duration, including all options, shall not exceed 9 months.
  • Place of Performance: Various locations within South Carolina, as specified in Call Orders.
