• Incumbent Contract: This is a follow-on contract, not a new requirement. The incumbent contractor is Strategic Security Corp, contract number 70FBR425C00000015. Pricing information is proprietary.
• Geographic Scope: Guard services may be required statewide across North Carolina or at specific FEMA-designated locations that may change during performance, particularly after a disaster declaration. Known locations include FEMA NC Branch Office Durham, FEMA NC Staging Yard Fuel Depot Hickory Airport, FEMA NC DHIT Hickory, FEMA NC Rover, and FEMA NC JFO Asheville.
• Staffing: The CLIN structure covers the entire State of North Carolina, and the vendor must have 25 Level II Armed Protective Security Officers available at the start of the contract.
• Security Guard Roster & Weapons: Offerors must submit a weapons roster of 25 owned company weapons within North Carolina and a roster of 25 Security Guards with minimum qualifications certified within North Carolina. The company must own the firearms, and the guards must be qualified on the weapons they carry. Guards do not need to be fully vetted by FEMA at the time of proposal submission but must be certified within North Carolina. Substitutions are authorized. Armed Guard Licenses and firearms qualifications must be submitted for each named individual.
• Lease/Facility Requirement: FEMA will accept a Government-Ready-to-Occupy (G-RTO) lease that is fully executed, located within North Carolina, and effective prior to or upon contract award. Separate leased facilities for administrative operations and secure storage are also acceptable if under exclusive contractor control.
• Staffing/Supervision: Supervisor and Project Manager positions are considered indirect/overhead. FEMA's anticipation of additional posts/shifts during performance is unknown but intended for PSO/Security Guards during disasters.
• Training: Specific training (State Security Officer Certification, CPR, First Aid, AED, Firearms License, firearms training, baton/OC certification) must be completed before standing post. Additional training (OPSEC, Insider Threat, etc.) must be completed within 10 business days of joining the contract. Certificates are due to the COR within 30 days of contract award.
• Background Investigations: Adjudication can take a few days to a few weeks. Guards may begin work conditionally after submission but before final adjudication, once the packet is submitted/approved by the COR. Reciprocity for existing federal background investigations is not allowed; a new investigation is required.
• Vehicles: Patrol vehicles are not required at this time.
• Transition: FEMA will request incumbent workforce information per the Statement of Work. The incumbent contractor will participate in the transition.
• Award: A single award is anticipated by the end of March. The acquisition is being conducted under FAR Parts 12 and 13. Post-award debriefings will be provided upon request per FAR Part 15, though information regarding the basis for award will be provided in accordance with FAR 13.106-3(d).
• Past Performance: Offerors must submit past performance information directly to FEMA via the reference POCs. Only prime contractor past performance will be evaluated. If an offeror lacks relevant prime contractor past performance, they will be rated as Neutral, and technical capability/staffing readiness will be considered in the best-value determination.

Amendment / Modification
