Solicitation / RFP / RFQ

This solicitation is a request for quotes for Janitorial Services at the Little Goose Lock and Dam, issued by the U.S. Army Corps of Engineers, Walla Walla District. The contract will be a firm-fixed-price type.

• Comprehensive janitorial services including floor maintenance (sweeping, mopping, waxing, vacuuming, cleaning of floors and stairs), interior maintenance (dusting, cleaning windows/screens/blinds), sanitization of restrooms and kitchen/lunchroom areas, and trash removal.

• Specific cleaning standards apply to each area.

• Contractor must supply all labor, equipment, and materials.

• Services are performance-based, focusing on defined results.

• Period of Performance: Five (5) years, consisting of a one (1) year Base Period and four (4) one-year Option Periods.

  • Base Year: February 1, 2026 - January 31, 2027
  • Option Years 1-4: Subsequent 12-month periods.

• Hours of Operation: Five-day-per-week service schedule, beginning daily at 4:00 PM. Office cleaning activities to start after 5:00 PM. Contractor personnel must not disrupt Corps employees' work.

• Federal Holidays: Contractor is not expected to work on Federal Holidays.

• Offer Due Date: January 20, 2026, 12:00 PM Local Time.

• Submission Requirements:

  • Signed and dated Standard Form 1449.
  • Signed and dated Standard Form 30 (if applicable for amendments).
  • Completed schedule (pricing information) for all contract line-item numbers.
  • Completed FAR 52.212-3, Offeror Representations and Certifications - Commercial Items.

• Price Quote Validity: Must be valid for at least 30 days.

• Basis for Award: Award will be made to the responsible offeror meeting all requirements and representing the best value based on price.

• This acquisition is set aside for Small Business.

• NAICS Code: 561720 (Services, Size Standard: $22,000,000.00)

• Registration in the System for Award Management (SAM) is required.
