Scope of Work
The project requires the replacement of HVAC systems for two tree coolers: Tree Cooler 1 (Base Item) at the Libby Fire Cache and Tree Cooler 2 (Option Item 1) at the Libby District office complex. Key tasks include:
- Removal and disposal of existing equipment.
- Sizing and installation of new condensers, evaporator fans/coils, drain lines, and refrigeration lines.
- Installation of digital thermostats and environmental controllers to maintain temperatures between 28-40°F (±2°F) with 1°F increments, and 85-95% humidity.
- Integration of centrifugal humidifiers connected to existing water lines.
- Use of R-404A or R-448A refrigerant for compressors.
- Installation of warning alarms for temperature deviations.
- Utilization of existing electrical panels with necessary component replacements.
- Start-up, testing, commissioning, site cleanup, and owner training.
- Compliance with all Federal and State codes, including proper coolant disposal.
- The work requires a Certified HVAC technician and a Certified Electrician.
Period & Place of Performance
Work is anticipated to begin on or around July 1, 2026, and continue through early fall, weather permitting. The tree coolers are located at the Libby Fire Cache (1263 Highway 37, Libby MT 59923) and the Libby District office complex (12557 Highway 37, Libby MT 59923). Overnight travel is not anticipated.
Contract Details & Submission
This is a Firm-Fixed-Price contract, with the Government intending to make one award.
- Set-Aside: Total Small Business (NAICS 811310, $12.5M size standard). Vendors must ensure their SAM registration reflects small business status under this NAICS.

Evaluation Criteria
Award will be made to the offeror representing the best value to the Government, considering Technical Approach, Past Performance, and Price. Technical approach will be evaluated on the ability to meet requirements and understanding. Past Performance will be rated as Acceptable or Neutral. Price will be evaluated for fairness and reasonableness after the highest technically rated offeror is identified. Award will not necessarily be made to the lowest-priced offeror.
