Quick Summary
The Library of Congress is seeking a contractor for the Baton System Replacement project at its National Audio-Visual Conservation Center (NAVCC). This Firm-Fixed-Price (FFP) contract requires the provision and installation of new server hardware, software configuration, and warranty support for the "Baton" Quality Control (QC) system. An amendment has been issued, providing answers to offeror questions. Proposals are due by March 13, 2026, at 3:00 PM EST.
Scope of Work
The contractor will be responsible for:
- Procuring and installing seven (7) new servers (Dell PowerEdge R750 or latest variant, meeting Attachment J1 specifications) and two (2) APC 5kVA rackmount uninterruptable power supplies (UPS).
- Installing ethernet cable runs, with interduct cabling preferred over tactical/armored duplex. Servers will be installed in Room 3110, the Video Lab Technical Area.
- Integrating Government Furnished Equipment (GFE) KVM system hardware.
- Installing and configuring the latest "Baton" software on the new servers. Interra (Baton) will assist with software installation but will not be on-site.
- Migrating the existing Video Lab QC database and workflows.
- Expanding the QC system to include six (6) checker servers and one (1) database backup server.
- Providing design and "As-Built" system documentation, adhering to NAVCC Documentation Standards (Attachment J3).
- Conducting site preparation, cable installation, pre-testing, and User-Acceptance Testing (UAT).
- Removing obsolete cabling.
- Providing manufacturer warranty, Service Level Agreements (SLAs), and support for one base year plus three optional years.
Key Clarifications (from Amendment 1 / Attachment J6)
- The contractor is not responsible for decommissioning old Baton servers or network cables.
- iDRAC ports do not need to be wired to LOC network switches, and PDUs are not required.
- The contractor will not manage Active Directory or group policy integration, as networks are air-gapped. LOC IT will provide IP addresses and switch port configurations.
- Servers will require SFP's and a single dual optical link per server, using Dual LC-UPC fiber.
- LOC does not require specific server access rules (e.g., single sign-on, CAC integration) or network connectivity/management for the UPS's.
