Purpose & Scope

Services will be provided at the James Madison Memorial Building (JMMB), John Adams Building (JAB), and Thomas Jefferson Building (TJB).
Key Requirements

- Procure and maintain small wares and specialty equipment (current small wares belong to incumbent).
- Comply with physical security requirements and develop a Health, Safety, and Environment (HSE) program.
- Contractor is responsible for funding any facility renovations or equipment upgrades; no government funding is allocated. A reserve account of 1.5% of gross sales is required for future renovations.
Contract Details
- Contract Type: No-cost contract.
- Period of Performance: Base period from March 31, 2026, to March 30, 2029, with four option periods extending through March 30, 2041.
- Set-Aside: Unrestricted. The Library of Congress is not subject to the Small Business Act for set-asides. The requirement for Randolph-Sheppard Act (RSA) certification has been removed.
- Historical Sales: Annual historic sales averaged $3,200,000.00 (based on un-renovated facility). Monthly gross sales are approximately $300,000.00.
