Quick Summary

The Library of Congress (LOC) is soliciting proposals for Food Service Operations in Washington, D.C. This is an unrestricted acquisition, but will be conducted pursuant to the Randolph-Sheppard Act (RSA), which establishes priority for blind vendors. Proposals are due January 26, 2026, at 1:00 PM EST.

Purpose & Scope

The LOC seeks a contractor to provide comprehensive, modern, and innovative food services for approximately 1.9 million visitors and 3,300 staff annually. Services include managing a café, cafeteria, market, and franchise venues, with an emphasis on variety, fresh, healthy, organic, and seasonal foods. The scope covers food purchase, preparation, presentation, sanitation, staffing, reporting, environmental compliance, quality control, and customer service. Key requirements include implementing employee training, maintaining restaurant management and customer feedback systems, providing a 20% staff discount, adhering to environmental sustainability initiatives (e.g., no Styrofoam, composting), and ensuring professional extermination services.

Contract Details

This is a no-cost contract with a base period from March 31, 2026, to March 30, 2029, and four option periods, potentially extending the contract through March 30, 2041. The contractor will fund its own food service operations, and the LOC will not subsidize costs. The program is structured as a profit and loss account for the contractor, with a requirement to maintain a reserve account of 1.5% of gross sales.

Eligibility & Set-Aside

This is an unrestricted acquisition. However, the procurement will be conducted pursuant to the Randolph-Sheppard Act (RSA), which establishes priority for blind persons recognized and represented by a State Licensing Agency (SLA) in the award of contracts for cafeteria operations on federal facilities. The Library of Congress is not subject to the Small Business Act for set-asides. An alternative acquisition strategy will be considered if no qualified RSA providers respond.

Submission & Evaluation

Proposals are due January 26, 2026, at 1:00 PM EST, and must be submitted electronically via email to dleonard@loc.gov. Award will be based on a Best Value Trade-Off approach, where non-price factors are more important than price. Evaluation factors include Management Plan and Key Personnel, Past Performance, and Price.

Key Clarifications & Requirements

  • Financials: Annual historic sales averaged $3,200,000.00 (based on un-renovated facility). Monthly gross sales are approximately $300,000.00.
  • Facilities: No government funding is allocated for facility renovations; costs are expected to be borne by the awardee. Existing digital menu boards in the Madison Café will remain. Floor plans and an inventory of existing kitchen equipment are available.
  • Equipment: The current vendor will remove small wares and POS systems. The contractor is responsible for providing and maintaining all necessary small wares and POS systems.
  • Personnel: Resumes are required for all key positions (Project Manager, On-site Supervisors, HSE Manager). The Service Contract Act (SCA) Wage Determination applies, requiring adherence to specified minimum wage rates and fringe benefits.
  • Services Not Covered: Vending and catering services are not included in this solicitation; separate solicitations are anticipated. The awardee will be responsible for pest control in food areas.
