This solicitation is for "Life Safety System – Inspection/Test and Maintenance/Repair Services" for the Riverside Indian School. It is a combined synopsis/solicitation for commercial items, issued under FAR Part 12 and FAR Part 13.

• Inspection, testing, maintenance, and repair of alarm, signal, and security detection systems.

• Set-Aside: Indian Small Business Economic Enterprise (ISBEE) under the Buy Indian Act.

• This acquisition is set aside exclusively for Indian Small Business Economic Enterprises (ISBEE) that are also small business concerns.

• NAICS Code: 561621, Security Systems Services (except Locksmiths).

• Size Standard: $25M.

• Offerors must complete and submit the Indian Affairs Indian Economic Enterprise Representation Form (Attachment 3).

• Offerors must register in SAM.gov.

• Payment will be made via the U.S. Department of the Treasury's Internet Payment Platform System (IPP).

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for monthly, semi-annual, and annual inspection, testing, and preventative maintenance, as well as repair services for the Life Safety Systems and Master Clocks at the Riverside Indian School Campus.

• Monthly: Inspection and testing of Fire Alarm and Fire Sprinkler Systems.
• Quarterly: Inspection and testing of Fire Sprinkler Systems.
• Semi-Annual: Inspection and testing of Kitchen Hood Systems.
• Annual: Inspection and testing of Fire Alarm Systems, Fire Sprinkler Systems, Portable Fire Extinguishers, Emergency & Exit Lights, and Master Clock System.
• Preventative Maintenance & Repairs: All preventative maintenance, parts, and repairs for Fire Alarm Systems, Fire Sprinkler Systems, Fire Extinguishers, Kitchen Hood Systems, Emergency Lights, and Master Clock Systems will be on a time and material basis. GSA labor rates and a list of material prices are required.

• 13 Fire Sprinkler Systems
• 184 Portable Fire Extinguishers
• 1 K Class Fire Extinguisher (kitchen fryers)
• 90 Emergency Lights
• 95 Exit Lights
• 2 Master Clock Systems
• 40 Indicating Clocks
• 1 Kitchen Hood System (Ansul, Model R102)

Locations: Fire alarm panels are located in various buildings including Comanche Dorm, Old Shop Building, Gymnasium, Cafeteria, Elementary, Facilities, High School, Boys Dorm, and Girls Dorm. Master clocks are in buildings 323 & 339.

• All work will be performed in accordance with National Fire Protection Agency (NFPA) standards.

• Specific testing procedures are detailed for each system type (Fire and Security Alarm, Sprinkler, Portable Fire Extinguishers, Emergency Light, Kitchen Hood, Master Clock).

• Reports are required for annual inspections, detailing findings and recommended corrective actions.

• The contract covers services at the Riverside Indian School Campus.

• Time and material billing for repairs and maintenance, requiring GSA labor rates and material prices.

• Use of Original Equipment Manufacturer (OEM) products for replacements.

• Response time for service calls is within 24 hours of notification or by 4:30 p.m. the next business day.

• Contractor is responsible for providing all necessary supplies and equipment.

• Contractor may be responsible for charges from unauthorized calls.
