Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for the repair and reprogramming of Harsh Environment Uninterruptible Power Supply (HEU) Lighting Inverters at Cheyenne Mountain Space Force Station (CMSFS), Colorado.

• Repair three (3) non-functioning HEU lighting inverters.

• Reprogram all seven (7) existing HEU lighting inverters to operate in normal mode during normal operation and in emergency mode upon loss of power.

• Replace all eight (8) 12VDC batteries in each of the seven (7) existing HEU lighting inverters. The specific battery part number is 7050-436 for the Crucial Power Products HU CABINET, Model HU3.0R2500N1-VA.

• The contractor shall furnish all labor, tools, transportation, supplies, equipment, materials, and incidentals necessary for completion.

• All work procedures and materials must be approved by the 21st Civil Engineer Squadron (21 CES) Requirements and Optimization (R&O) prior to commencement.

• Work must be executed by licensed electricians.

• Repaired inverters must power on and provide stable, uninterrupted power output consistent with manufacturer specifications.

• Reprogrammed inverters must successfully test by simulating a main power loss, automatically transferring to battery backup power and maintaining the load.

• Work will be performed at Cheyenne Mountain Space Force Station (CMSFS), Colorado.

• Normal working hours are 7:00 a.m. to 4:00 p.m., excluding Saturdays, Sundays, and Federal Holidays. Deviations require written approval.

• Environmental and Hazardous Material Handling: Contractor must provide Safety Data Sheets (SDS) for all materials. Hazardous waste must be managed according to federal, state, and local laws. Any spills or releases must be reported immediately. An AF Form 3952 will be provided by the Government for hazardous material requests.

• Site Investigation: Contractor acknowledges responsibility for investigating site conditions affecting the work.

• Work Area Access: The worksite is a restricted area at CMSFS. Contractors require proper authorization and may need escorts. Background checks are mandatory. Visitor requests and vehicle/equipment requests must be submitted at least 15 business days prior to the first day of work.

• Safety: All operations must comply with Department of Labor, OSHA, and Air Force Occupational Safety & Health (AFOSH) requirements.

• Protection of Government Property: Contractor must use reasonable care to avoid damaging government property; any damage must be repaired or replaced at the contractor's expense.

• Site Maintenance and Cleanup: The work area must be maintained in a neat, clean, and safe condition. All trash and debris must be collected and disposed of properly off-site.

• Deliverables: Upon contract completion, the contractor must provide all applicable documents for operations and maintenance of the system, along with a separate detailed report on condition and maintenance actions. All test reports/results must also be provided.

• Inspection and Acceptance: Work is subject to government inspection. Final acceptance is contingent upon successful demonstration of repaired and reprogrammed inverters as specified.
