Purpose

Scope of Work
The Statement of Objectives (SOO) details requirements including:
- Gas Delivery: Provide continuous delivery of specified liquid and compressed gases to various buildings at NRL-DC.
- Tank/Cylinder Management: Supply full contractor-owned tanks/cylinders, remove empty ones, and pick up, fill, and return government-owned tanks/cylinders.
- Maintenance & Repair: Provide routine Preventive Maintenance (PM), repair, and replacement services for government-owned tanks and cylinders. This may include hydrostatic testing, sandblasting, painting, and labeling.
- Quality & Timeliness: Adhere to performance standards for deliveries (routine within 72 hours, emergency within 24 hours) and technician dispatch (72/24 hours). A Quality Plan is required.
Place and Period of Performance
Services will be performed at the Naval Research Laboratory – D.C., 4555 Overlook Avenue SW, Washington, DC 20375, during normal business hours (6:30 AM - 3:00 PM, Monday through Friday).
Special Requirements
Contractors must be licensed and insured, comply with all local and federal laws, and ensure employees obtain Defense Biometric Identification System (DBIDS) access. Customer service operators must be available during business hours. The contractor is responsible for the removal and disposal of contractor-owned tanks/cylinders at contract end. Transition plans and monthly reports will be required.
