Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Objectives (SOO) outlines the requirements for the continuous delivery and upkeep of liquid and compressed gases for the Naval Research Laboratory (NRL) in Washington, D.C. The goal is to support scientific and industrial applications, including the operation of specialized scientific equipment.

• Provide liquid and compressed gas delivery to various buildings and locations at the NRL-DC campus.

• Supply full contractor-owned liquid gas tanks and compressed gas cylinders, and remove empty ones.

• Pick up empty government-owned tanks and cylinders, fill them, and return them.

• Provide routine Preventive Maintenance (PM), repair, and replacement of government-owned tanks and cylinders.

• Supply gases of specified type, purity, and container size.

• Provide lease, maintenance, repairs, and servicing of contractor-furnished tanks and cylinders.

• Fill government-owned cylinders and tanks with required gases, adhering to DOT regulations.

• Services may include hydrostatic testing, sandblasting, painting, and labeling of tanks and cylinders.

• Deliveries are typically made at least one (1) to three (3) days per week, Monday through Friday.

• Routine delivery requests must be delivered within 72 hours.

• Emergency delivery requests must be delivered within 24 hours.

• Certified technicians must be dispatched to assess tank/cylinder status within 72 hours for routine requests and 24 hours for emergency requests.

• A report must be provided to the COR within four (4) hours of assessment completion.

• A Quality Plan must be executed to ensure workmanship and materials meet industry standards.

• Location: Naval Research Laboratory – D.C., 4555 Overlook Avenue SW, Washington, DC 20375.

• Work Hours: Normal business hours of the laboratory (6:30 AM - 3:00 PM) Monday through Friday.

• Contractor shall be licensed and insured and comply with all local and Federal Laws.

• Prospective contractor employees requiring access must obtain Defense Biometric Identification System (DBIDS) access.

• Contractor must have customer service operators on duty during normal business hours to receive calls and set up gas deliveries.

• Contractor is solely responsible for the removal, repurposing, and/or disposal of Contractor-owned tanks and cylinders at the end of the contract.

• Deliver transition plans and monthly reports as per contract data requirements list (CDRL).
