• FAR 52.204-24: Requires a representation regarding certain telecommunications and video surveillance services or equipment. Offerors must indicate whether they will or will not provide covered telecommunications equipment or services and provide detailed disclosures if they will.
• DFARS 252.204-7017: Requires a representation regarding the prohibition on the acquisition of covered defense telecommunications equipment or services. Offerors must represent whether they will or will not provide such equipment or services to the DoD and provide disclosures if they will.

Bidders must carefully review and complete these representations and certifications accurately. Failure to provide the required information or providing inaccurate information could impact the eligibility of their offer. The document outlines specific requirements and disclosure obligations related to telecommunications equipment and services, which are critical for compliance with federal regulations.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide all management, tools, supplies, equipment, and labor necessary for the delivery of fuel to Government-owned fuel storage tanks at Rome Research Site Facilities, ensuring a satisfactory and safe environment.

• Auto-fill fueling: For propane heating tanks in the middle and end of each month during the winter heating season (October-April).

• Fuel deliveries: Performed between 0700 and 1600, Monday-Friday, excluding Government holidays.

• Site access: Contractor is responsible for notifying the designated point of contact for site access.

• Delivery tickets: Contractor must obtain signature on delivery tickets, leave a copy at the site, and include fuel type, quantity, tank/facility identification, date/time, and contractor name.

• Response time: Respond to fuel delivery requests within 72 hours of receipt and complete delivery within this timeframe.

• Emergency calls: Provide a means for answering emergency calls on a 24-hour basis.

• Diesel Fuel (DF1): National Stock Number 9140-00-286-5286. Includes various tanks at RRS-Building 3, Building 106, Building 103, Stockbridge, and Irish Hill locations with capacities ranging from 54 to 1900 gallons. Estimated annual usage for all diesel tanks is 2100 gallons.

• Propane (Type II): Federal Specification BBG-110, 95% Odorized. Includes tanks at Newport facility (Bldg. 1609, 1612, 1622, 1624) and Stockbridge facility (Bldg. 1477). Capacities range from 500 to 1,000 gallons. Estimated annual usage for propane tanks ranges from 250 to 8,000 gallons.

• Spill Prevention: Implement spill prevention contingency procedures during loading/unloading, including extinguishing flames, ensuring vehicle is off and braked, and attaching grounding wires.

• Unloading Procedures: Specific steps for before, during, and after loading, including checking tank levels, ensuring 90% capacity fill, closing valves, and checking for leaks.

• Spills: Contractor is responsible for preventing spills and having a spill kit available. All spills must be reported immediately to Security Police and the Hazardous Waste Program Manager. Contractor is responsible for cleanup and remediation.

• Period: Winter heating season (October-April) for auto-fill propane, and on-demand for other fuel deliveries. Specific hours are 0700-1600 Mon-Fri, excluding holidays.

• Place: Rome Research Site (RRS) Facilities, Rome, NY.

• Supplies: Contractor must furnish a list of all anticipated supplies for CO acceptance, including product name, manufacturer, use, disposal procedures, and storage provisions. Safety Data Sheets (SDS) are required for all supplies. Products containing CFCs or ozone-depleting substances are prohibited.

• Environmental Requirements: Adhere to all applicable Federal, State, and local environmental codes and regulations. Hazardous materials require approval via AF 3952 and local processes, potentially using the HAZMAT Product Request Form (PRF). A Contractor Material Usage Data Sheet is required quarterly. An up-to-date hazardous material inventory with SDSs must be maintained.

• Security: Comply with all security requirements, including access control, visit requests, and contractor point of contact information. Weapons, firearms, and ammunition are prohibited on site. Photography and videography are strictly prohibited.

• Safety: Comply with OSHA standards and industry standards for worker safety. Maintain a written Safety Program. Report any mishaps to the CO immediately with required documentation.

• Equipment Operators: Must possess current and appropriate operator licenses or certificates.

• Workmanship: All work to be performed by qualified, experienced personnel.

• Tools: All tools to be furnished by the contractor.

• Contract Manager: Must be available during work hours (within 1 hour) and have full authority to act on contract matters. Provide POC information for after-hours contact.

• Personnel: Must present a neat appearance and be easily recognizable. The government can restrict employment of individuals deemed a threat.
