Key components include a laboratory for specialized radiation effects equipment (e.g., Advanced Radiation Environment Simulator (ARES), 14 MeV neutron generator), test cells, control rooms, material storage, dosimetry testing, and a classified conference room. The construction will feature robust reinforced concrete, structural steel, and specialized shielding to contain radiation.
Acquisition Strategy & Contract Details
This project utilizes a Progressive Design-Build (PDB) delivery model under Other Transaction (OT) Authority (10 USC §2808a). The acquisition follows a streamlined, two-step competitive selection process:
- Step 1 – White Papers: Interested parties submit a Statement of Qualifications (max 10 pages). Up to three companies will be down-selected.
- Step 2 – Pitches: Selected companies participate in pitch meetings, leading to the selection of one Design-Build team. The agreement will be a Firm-Fixed-Price (FFP) contract, awarded in two phases: Phase 1 for design and pre-construction services, and Phase 2 for final design and construction.
Key Requirements
A Cybersecurity Maturity Model Certification (CMMC) Level 1 (Self-Assessment) status is required. Offerors must have achieved this status and affirm completion of the self-assessment at the time of award, as the project involves handling Federal Contract Information (FCI). Small business participation is encouraged.
Submission & Evaluation
Feedback on the draft solicitation and questions are due by May 29, 2026. The official Program Solicitation and White Paper submission are anticipated on or around July 15, 2026. White Papers will be evaluated based on technical approach, capability, past relevant experience, and management approach with key personnel.
