Quick Summary
The U.S. Army Corps of Engineers (USACE), Sacramento District (SPK), is issuing a DRAFT program solicitation for the Little Mountain Testing Facility (LMTF) at Hill Air Force Base (HAFB), Utah. This opportunity seeks a Progressive Design-Build (PDB) team to construct a 50,000 sq ft facility for expanded radiation testing capabilities supporting the Sentinel program. The acquisition will utilize Other Transaction (OT) authority (10 USC §2808a) and is not subject to traditional FAR-based procurement. Feedback on this draft is due by May 29, 2026.
Project Overview
The primary goal is to construct a 50,000 sq ft Radiation Research Facility (RRF) to house advanced testing equipment, including the Advanced Radiation Environment Simulator (ARES) and a 14 MeV neutron generator. This facility is critical for meeting future Nuclear Hardness mission requirements for the Sentinel program. Key components include specialized radiation effects equipment, test cells, control rooms, material storage, dosimetry testing areas, and a classified conference room. The construction will feature robust elements like reinforced concrete, structural steel, and specialized shielding (concrete, earth barriers, standoff distance) to contain radiation. The total program funding is $111,500,000.00.
Acquisition Strategy & Contract Details
This will be a two-step competitive selection process:
- Step 1: White Papers – Interested parties will submit a Statement of Qualifications (max 10 pages). The government intends to down-select up to three companies.
- Step 2: Pitches – Selected companies will participate in pitch meetings. One company will be selected as the Design-Build team for an initial award covering design and preconstruction services, followed by a modification for design completion and construction.
The agreement will be a Firm-Fixed-Price (FFP), awarded to the most qualified PDB entity. Phase 1 covers design and pre-construction, while Phase 2 covers final design and construction. The NAICS code is 236210 – Industrial Building Construction.
Key Requirements & Security
Performance requires handling Federal Contract Information (FCI), necessitating a Cybersecurity Maturity Model Certification (CMMC) Status of Level 1 (Self-Assessment). Interested parties must have achieved this status and affirm completion at the time of award.
