Services include hospitalization, emergency care, outpatient services, obstetric, pediatric, prescription drugs, preventive care, hearing aids, optical, dental, reproductive health, mental health, and rehabilitative services. A Preferred Provider Network (PPN) in Zimbabwe is required, along with a detailed brochure of benefits. Worldwide coverage without exclusions is mandatory. The overall annual global limit is $68,000, with a separate $10,000 annual cap for HIV/AIDS.

Eligibility & Submission

Proposals must be submitted in two separate volumes: Volume 1 (Price and Administrative Documents) and Volume 2 (Technical Proposal). Key personnel include a Project Manager with at least 5 years of experience in managing health insurance contracts. The deadline for proposal submission is February 13, 2026, by 15:00 hours Central European Time (CET).

Evaluation Criteria

Award will be based on a Best Value trade-off process. Technical factors, including Management Plan, Company Profile, and Past Performance and Experience (detailed in Attachment 4), are significantly more important than overall price. Evaluation will consider understanding of the Statement of Work, project management, quality assurance, claims processing, provider network, financial stability, and past performance.

Important Notes

This solicitation was amended (Amendment 0001) to extend the proposal deadline and add/amend attachments, including Attachment 5 (Employee Statistics with Claims History) and Attachment 6 (Questions and Answers). The 2% excise tax (26 U.S.C. 5000C) for foreign contractors is a withholding tax and is not reimbursable; it should not be included in the contract price. Foreign entities may need to complete Form W-14 (Attachments 2 & 3) to claim potential tax exemptions. Medical plan participation is voluntary (currently 99%), with the employer paying 90% and the employee 10% of the premium.
