Quick Summary
The U.S. Army Corps of Engineers (USACE), Rock Island District, is conducting a Sources Sought to identify qualified firms for the Lock and Dam 21 Bolted Tainter Gate Supply. This market research aims to determine the availability and capability of sources, particularly small businesses, for the fabrication and delivery of new bolted Tainter gates. An award is anticipated by the end of September 2026. Responses are due March 23, 2026, at 2:00 PM CST.
Scope of Work
This project involves the off-site fabrication and delivery of four (4) new bolted Tainter gates, each approximately 20 feet high by 64 feet long, for Lock and Dam 21 in Quincy, Illinois. The gates are comprised of cold-rolled shapes and welded assemblies, requiring compliance with AWS D1.1 standards. The design utilizes a bolted-erection method to facilitate truck shipping of subassemblies for final off-site assembly. Final delivery to the project site is required via barge. This scope does not include on-site installation of the gates. An option for three additional gates may extend the contract duration.
Information Sought
Interested parties must submit a tailored capability statement (not exceeding 20 single-sided pages) addressing:
- Company Name, UEI, CAGE Code, POC, and current small business status.
- Demonstrated ability to meet mandatory AISC certifications: Certified Bridge Fabricator (Intermediate or Advanced) or Certified Hydraulic Fabricator (Standard or Advanced).
- Project examples of similar complexity, including heavy structural steel fabrication, complex welded and bolted assemblies, AWS D1.1 adherence, industrial coating systems, and logistics for oversized components (e.g., barge transport).
- Description of performance capability, including self-performance vs. teaming arrangements. For teaming, specify roles, small business participation, and adherence to the 50% manufacturing cost limitation for small business primes (FAR 52.219-14).
