The Government is interested in understanding current Commercial-Off-The-Shelf (COTS) and Government-Off-The-Shelf (GOTS) solutions. Responses are due by March 30, 2026.
Scope of Work
The Telemetry Systems will provide accurate data for airborne test platforms, test items, and targets within the Eglin Test and Training Complex for airborne, waterborne, and land test missions. Key requirements include:
- Phased array telemetry systems capable of tracking a 5-watt, 20 Mb/s data rate, S-Band transmitter up to 200 nautical miles over water with less than 10-5 Bit Error Rate.
- Systems must be trailer-mounted transportable or fixed systems on towers.
- Telemetry receivers meeting IRIG Standard 218-20 (Telemetry Over Internet Protocol) and IRIG Standard 106-25R1 Appendix 2-G (Data Quality Metric and Data Quality Encapsulation).
- Reliability and sustainment costs are critical due to the semi-tropical, salt spray environment.
- Compliance with Department of Defense (DoD) network rules and DISA Security Technical Implementation Guides (STIGs) for Information Systems.
Information Requested
Interested sources must demonstrate capacity and capability with verifiable past performance for:
- Procuring, providing, and installing materials, spare parts, and consumables.
- Designing, testing, modifying, and installing system components, modifications, and improvements.
- Repairing, refurbishing, and maintaining systems to manufacturer specifications.
- Operating, calibrating, aligning, tuning, and verifying performance.
- Procuring new Telemetry systems.
Submission Details
Vendors should submit a white paper (max 8 pages) or a PowerPoint presentation (max 16 slides). Submissions must be in PDF, Microsoft Word, or PowerPoint format.
- Administrative Information (Section 1/beginning of presentation): Company name, mailing address, CAGE code, Point of Contact (POC) details (name, phone, email), business website, business size status (e.g., 8(a), HUBZone, SB, LB), and foreign-owned/controlled status. This section does not count towards page/slide limits.
- Technical Response (Section 2/after admin info): Address the information requested in Section 3 of the RFI. Proprietary information must be clearly marked.
