Scope of Work
The 96th Test Wing seeks to understand current Commercial-Off-The-Shelf (COTS) and Government-Off-The-Shelf (GOTS) solutions for Telemetry Systems. These systems will provide accurate data for airborne, waterborne, and land test platforms, items, and targets utilizing the Eglin Test and Training Complex (ETTC) test space in Florida.
Key areas of interest include:
- Phased array telemetry systems capable of tracking a 5-watt, 20 Mb/s data rate, S-Band transmitter up to 200 nautical miles over water with less than a 10-5 Bit Error Rate.
- Systems that are both trailer-mounted transportable and fixed systems mounted on towers.
- Telemetry receivers meeting IRIG Standard 218-20 (Telemetry Over Internet Protocol) and IRIG Standard 106-25R1 Appendix 2-G (Data Quality Metric and Data Quality Encapsulation).
- Reliability and sustainment costs, especially given the semi-tropical, salt spray environment.
- Compliance with Department of Defense (DoD) network rules and Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIGs).

Interested sources must demonstrate capacity and capability with verifiable past performance in:
- Procuring, providing, and installing materials, spare parts, and consumables.
- Designing, testing, modifying, and installing system components, modifications, and improvements.
- Repairing, refurbishing, and maintaining systems to manufacturer specifications.
- Operating, calibrating, aligning, tuning, and verifying performance to manufacturer specifications.
- Procuring new Telemetry systems.

Submission Details
Vendors should submit a white paper (maximum 8 pages, 8.5 x 11, 12-point font) and/or a PowerPoint presentation (maximum 16 slides) electronically to Mr. Anthony Aldrich at 96TSSQ.RNXT.RNXTRFI@US.AF.MIL. Submissions should be PDF, Microsoft Word, or Microsoft PowerPoint files. Administrative information (company details, business size, foreign ownership) should be provided separately and does not count towards page limits. Proprietary information must be clearly marked.

This RFI is for market research only and does not constitute a solicitation or commitment to procure. The Government will not reimburse costs for RFI responses. Questions should be submitted in writing to Mr. Aldrich; general non-proprietary questions will be shared with industry. Questions received after 15 days from the release date may not be answered in time for submission.
