Statement of Work (SOW) / Performance Work Statement (PWS)

To provide solid waste removal and refuse disposal services at various US Army Corps of Engineers (USACE) locations within the Lucky Peak Dam & Lake boundary.

• Provide refuse container rental units (dumpsters) including delivery, placement, securing, servicing, and removal.

• Supply refuse containers in good operational condition with closeable covers or lids.

• Empty containers and haul all waste and refuse to an approved landfill for disposal.

• Provide maintenance and repair services for containers and associated hardware, with repairs completed within seventy-two hours of damage reporting.

• Provide replacement containers when a damaged container is removed for repairs.

• Locations for service include: Lucky Peak Project Office, Barclay Bay, Middle Cove, Turner Gulch, Spring Shores Marina, and Macks Creek.

• Containers will be emptied once each week unless otherwise noted.

• Containers provided as requested: 100% of the time.

• Customer complaints for refuse removal: No more than 3 per month.

• Container repairs: Within 72 hours of damage reporting (90% of the time).

• Replacement containers provided when damaged container is removed: 100% of the time.

• Period of Performance: One Base Period of 12 months and three 12-month Option Periods.

  • Option Period 2: May 1, 2028 - April 30, 2029
  • Option Period 3: May 1, 2029 - April 30, 2030

• Place of Performance: Vehicle accessible facilities at various locations within the Lucky Peak Dam & Lake boundary in Ada and Boise Counties, ID.

• Contractor must supply refuse containers with closeable covers or lids that can be secured in case of an air ambulance landing.

• Contractor must be responsible for all costs related to performing the contract.

• Contractor must comply with all applicable Federal, State, and local laws and regulations concerning environmental pollution control and abatement.

• Contractor must comply with all applicable Occupational Safety and Health Act (OSHA) Standards, Washington State Industrial Safety Standards, and Corps of Engineers' Safety requirements manual EM 385-1-1.

• Contractor personnel must comply with security requirements, including training, physical security, access control, and suspicious activity reporting.

• Contractor must comply with E-Verify Program requirements for employment eligibility verification.

Wage Determination

This document is a Wage Determination (No. 2015-5503, Revision No. 27) issued by the U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division. It establishes the minimum wage rates and fringe benefits required for various occupations performing work under the Service Contract Act in Idaho Counties of Ada, Boise, Canyon, Gem, and Owyhee.

• Applicability: This wage determination applies to contracts covered by the Service Contract Act for services performed in the specified Idaho counties.
• Occupational Listings: The document provides a detailed list of occupations, each with a corresponding wage rate and footnote indicators. These range from administrative and clerical roles to technical, health, and transportation occupations.
• Fringe Benefits: All listed occupations receive specific fringe benefits, including Health & Welfare at $5.55 per hour (or $222.00 per week/$962.00 per month). An additional Health & Welfare rate of $5.09 per hour ($203.60 per week/$882.27 per month) is specified for contracts subject to Executive Order 13706.
• Executive Orders:
  • EO 13706 (Paid Sick Leave): Applies to contracts awarded on or after January 1, 2017. Contractors must provide 1 hour of paid sick leave for every 30 hours worked, up to 56 hours annually.
  • EO 13658 (Minimum Wage): Generally applies to contracts awarded between January 1, 2015, and January 29, 2022. For 2025, the minimum wage is $13.30 per hour (or the applicable wage rate on this determination, if higher).
• Special Differentials:
  • Hazardous Pay: An 8% differential applies to work involving ordnance, explosives, and incendiary materials. A 4% differential applies to work with a lower degree of hazard in proximity to these materials.
• Uniform Allowance: If uniforms are required, contractors must furnish them or reimburse employees for the cost, including maintenance (cleaning/laundering) at a rate of $3.35 per week, unless uniforms are "wash and wear" and require no special treatment.
• Conformance Process: The document outlines the process for contractors to request authorization for additional classifications and wage rates if an occupation is not listed in the determination.
