Statement of Work (SOW) / Performance Work Statement (PWS)

To provide solid waste removal and refuse container services at various US Army Corps of Engineers (USACE) locations within the Lucky Peak Dam & Lake boundary.

• Provide and manage refuse containers (dumpsters) of specified sizes and quantities.

• Deliver, place, secure, service, and remove containers.

• Empty containers once per week, or as otherwise noted, and haul waste to an approved landfill.

• Supply containers in good operational condition with closeable covers or lids.

• Provide maintenance and repair services for containers and associated hardware within seventy-two hours of reported damage.

• Furnish replacement containers when a container is removed for repairs.

• Handle unforeseen vandalism with potential for equitable adjustment.

• Containers provided as requested: 100% of the time.

• Refuse removal services: No more than 3 customer complaints per month.

• Container maintenance & repair services: Containers repaired within 72 hours, 90% of the time.

• Replacement containers provided when damaged container is removed: 100% of the time.

• Period of Performance: One Base Period of 12 months and three 12-month Option Periods.

• Containers must have closeable covers or lids that can be secured for air ambulance landings.

• Containers not scheduled for service during off-season (Oct 1 - Apr 30) must be emptied upon notification of the COR at no expense to the Government or secured to prevent continued use.

• Contractor must establish and maintain a Quality Control Program.

• Contractor must comply with all applicable Federal, State, and local laws and regulations, including OSHA standards and Corps of Engineers' Safety requirements.

• Contractor personnel must comply with security requirements, including training, access control, and suspicious activity reporting.

• Contractor must comply with E-Verify Program requirements for employment eligibility verification.

This solicitation is for solid waste collection and disposal services for Lucky Peak Dam and Lake Boundary. The contract will include refuse containers, recurring solid waste removal, and recycling services.
