Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, utilizing Simplified Acquisition Procedures (FAR part 12 and 13). The DLA Weapons Support, Pearl Harbor, is seeking qualified sources to provide White Oak Lumber.

• CLIN 0001: 35,000 Board Feet (BF) of White Oak Lumber.

• CLIN 0002: 10,000 Board Feet (BF) of White Oak Lumber.

• Specifications for Lumber:

  • Select Car Stock (NHLA)
  • Full sawn, rough, waxed & sealed ends
  • Dimensions: 13” thick x 16” wide
  • Minimum 40% of the lot must be 17’ long beams; the balance must be 13’ long.
  • Compliant with MM-L-736(D) Type-II.
  • Length tolerance: +5/-0 percent.
  • Lumber shall be inspected by a 3rd party grading agency with a Certificate of Compliance (COC)/Test Report included with shipment.

• Delivery: Estimated delivery to Pearl Harbor, HI, in Calendar Days ARO (to be specified by offeror).

• Evaluation Criteria: Lowest Price Technically Acceptable (LPTA).

• Responsibility: Vendor responsibility will be determined using PPIRS and in accordance with FAR 9.104.

• Required Quote Information: Price(s), FOB point, Cage Code, Point of Contact (name and phone number), GSA contract number (if applicable), business size under NAICS Code, preferred payment method (GCPC or WAWF). Note: Net 30 Days AFTER acceptance of material is the government's payment term.

• Required Forms: Offerors must complete and include Provisions 52.204-24, 52.204-26, 252.204-7016, and 252.204-7019. Also, complete 52.212-3 and its ALT I if not updated in SAM.

• Set-Aside: 100% Small Business Set-Aside.

• Small Business Standard: 500 employees.

• Registration: Quoters must be registered in the SAM database.

• Vendor shall list the country of origin for each line item.

Solicitation / RFP / RFQ

• Evaluation Criteria: FAR 52.212-2 indicates that award will be made to the responsible offeror whose offer is most advantageous, considering price and other factors. The evaluation is based on Lowest Price Technically Acceptable (LPTA), with Technical Capability, Price, and Delivery as evaluation factors. Technical acceptability is a go/no-go requirement.

• Offeror Representations: Bidders must ensure their quotes clearly demonstrate adherence to technical specifications and provide exact items requested. Vendor-specific terms and conditions that conflict with statutory or regulatory requirements may render an offer unacceptable.
