Statement of Work (SOW) / Performance Work Statement (PWS)

The objective is to conduct market research to identify Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), or other Small Businesses capable of providing Physically Challenged Parking Services for the Sioux Falls VA Health Care System (SFVAHCS).

This service aims to mitigate parking issues at the SFVAHCS main facility. The contractor will provide attendants to greet Veterans, take possession of keys and vehicles, park them in assigned areas, and retrieve and deliver vehicles to owners upon their return. Services are required during operating hours (7:00 am – 5:00 pm, Monday through Friday, excluding federal holidays). The contractor must provide sufficient staff to ensure no patient waits more than 10 minutes for parking or retrieval. Services are limited to Veteran patients and/or their drivers. The contractor is responsible for providing all necessary equipment, signage, uniforms, and key management. Special event parking services may be required outside normal operating hours.

• Period of Performance: April 1, 2021, to March 31, 2026 (one base year and up to four option years).

• Place of Performance: Sioux Falls VA Health Care System, 2501 W. 22nd St., Sioux Falls, SD 57105, USA.

• Efficiency: No patient waits more than 10 minutes for parking or retrieval (95% of the time).

• Reporting: Monthly reports required, including summary of vehicles parked, first-time patients, unusual events, and incidents requiring VA Police assistance.

• Quality Assurance: Performance will be evaluated based on a Quality Assurance Surveillance Plan (QASP), with methods including direct observation, periodic inspections, user complaints, and random sampling.

• Staffing: Sufficient staff to meet the 10-minute wait time requirement.

• Certifications/Training: Attendants must possess a valid driver's license, be a U.S. Citizen or resident alien, and be proficient in English. Training on VA policies, safety, HIPAA, and emergency procedures is required.

• Security: All contractor personnel require a Low Level NACI background investigation prior to starting work.

• Insurance: Specific motor vehicle liability and comprehensive general liability insurance coverage is required.

• Prohibitions: Contractor staff are prohibited from accepting tips, using VA IT systems, and must adhere to VA rules and regulations, including a drug-free workplace policy. No VA logos on contractor signage.
