Section 3 – Technical Feedback: Seeks recommendations, clarifications, or concerns regarding the draft SOW and technical specifications, and suggestions for handling specification variances at the Task Order level. Section 4 – IDIQ Strategy, Pricing, and Zone Coverage: Gathers opinions on the effectiveness of a Multiple Award Firm Fixed Price (FFP) IDIQ strategy, feasibility of IDIQ-level pricing, interest in bidding on specific equipment categories, and recommended pricing models. It also inquires about support for Naval Station Norfolk (NNSY) and specific equipment categories for that location. Section 5 – Additional Input: Allows for any other recommendations or best practices for the acquisition strategy.

This questionnaire is crucial for potential bidders to understand the government's intent for procuring industrial equipment rental services. Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for leasing and providing industrial equipment to support operations at Naval Shipyard and tenant commands, ensuring all leased equipment is safe, reliable, and capable of sustained operation in shipyard and waterfront environments.

• Lease, delivery, installation, operation, maintenance, and removal of equipment for mission-critical shipyard and waterfront activities.

• Equipment must meet technical specifications, be capable of continuous operation in industrial and maritime conditions, and include all necessary accessories, spare parts, and documentation.

• Contractor responsibilities include timely service response, adherence to rigging and lifting requirements, compliance with NAVFAC P-307 and OSHA regulations, and performing preventive and corrective maintenance.

• Covered equipment categories include, but are not limited to, air conditioning and chill water systems, compressors, generators, pumps, air dryers, fire suppression systems, and portable tanks.

• Contractor personnel must be trained, qualified, and certified.

• 24/7 availability for service coordination, emergency response, and issue resolution.

• 8-hour response time for repairs or replacements; on-site within 4 hours of notification.

• Monthly submission of PM schedules and reports.

• Monthly submission of Quality Inspection and Surveillance Reports.

• Primarily supports Norfolk Naval Shipyard (NNSY), Portsmouth, VA. Additional locations may include Naval Station Norfolk, Norfolk, VA.

• Specific delivery, setup, and pickup locations will be identified in individual Delivery Orders.

• The contract is an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC).

• Compliance with NAVFAC P-307 and OSHA regulations.

• Proper training, certification, and PPE for all contractor personnel.

• Adherence to shipyard access, safety, and security requirements, including DBIDS for installation access.

• Equipment must be prepared to OEM specifications and ready for operation upon delivery.

• All equipment must be marked with contractor identification and weight.

• Development and implementation of a Preventive Maintenance (PM) program.

• Establishment and maintenance of a Quality Management System (QMS) program.

• Chiller: Specifics for a 60-Ton air-cooled chiller unit, including power, pump requirements, operation, and maintenance.
• Dust Collectors: Requirements for a 10,000 CFM cartridge dust collector (Type A), covering airflow, filtration, power, and construction.
• Generators: Specifications for various kW generators (Type A-E), detailing output, standby/continuous power, parallel operations, fuel tank, and mounting.
• HAZMAT Enclosures: Requirements for various sump sizes (Type A, B, B1), including climate control, fire protection, electrical, and construction standards.
• Laser Ablation System: Details core components, performance (1000 Watts), and connectivity requirements for a laser ablation system.
• Pumps: Specifications for JP-5 Diesel, Sea Water (Standard and High Pressure), and Submersible Fire Pumps (Type A-D), covering power, capacity, connections, and duty cycle.
• Refrigerated Boxes: Requirements for 20' and 40' refrigerated boxes (Type A, B), including dimensions, power, performance, construction, and safety features.
• Tanks: Specifications for a 5,000 Gallon Tanker Trailer (Type A) for JP-5 fuel service.
