Scope of Work
The selected Subcontractor will furnish all supervision, labor, materials, tools, and equipment necessary for the project. Key tasks include:
- Demolition and installation of new supply air ducts and sump pump discharge pipes.
- Relocation of existing stainless steel oil fill pipes.
- Installation of new chilled water taps.
- Installation of plumbing, hydronic, compressed air piping, and air duct systems.
- Prioritizing new utility installation before demolition to minimize downtime. The work must adhere to attached Construction Documents and technical specifications.
Contract Details
- Contract Type: Firm Fixed Price (FFP)
- Set-Aside: Total Small Business Set-Aside (FAR 19.5)
- NAICS Code: 238220 (Plumbing, Heating, and Air Conditioning Contractors) with a $19.0 Million size standard.
- Period of Performance: Approximately 199 calendar days from the Notice to Proceed (NTP).
- Bonds: A bid guarantee of not less than 20% (not to exceed $3 million) is required. Performance and Payment Bonds (Standard Forms 25 and 25A) will also be required.
- Insurance: Mandatory insurance includes Commercial General Liability, Automobile Liability, Excess Liability, Workers' Compensation, Contractor's Pollution Liability, and Contractor's Professional Liability.
- Terms: Subject to FFDG General Terms and Conditions for Construction, Davis-Bacon Act wage and labor standards, and Buy American requirements for construction materials.
Key Requirements & Qualifications
Offerors must demonstrate:
- Minimum 10 years of construction industry experience in plumbing, hydronic, compressed air piping, and air duct systems.
- NFPA 70E compliance and experience with electrical installations of similar voltages.
- Experience installing mechanical components at elevations greater than 30 feet.
- Specific experience for mechanical piping (10+ years), plumbing piping (10+ years), and electrical conduit installation (5+ years).
- Key personnel (Project Manager, Project Superintendent, Safety Coordinator) must meet specific experience and training requirements (e.g., 10-15 years construction experience, OSHA 30-hour training, CSP for Safety Coordinator).
- A Corporate Quality Assurance Plan and a Project Quality Control Plan are required.
- Safety performance metrics: Experience Modification Rating (EMR) less than 1.0, and a three-year safety record at or below 85% of BLS General Construction statistics for TRC and DART rates.
Submission & Evaluation
Proposals are due Wednesday, May 6, 2026, by 5:00 PM CT. Submissions must include:
- Part I - Technical Proposal (70 points): Covering Corporate Capabilities, Current/Past National Laboratory Experience and Safety Performance, and Key Personnel Experience.
- Part II - Business/Management Proposal: Including acknowledged amendments, Price Proposal Form, Bid Guarantee, SARC form, Proposal Certifications (PUR-466), required Safety and Quality Documents, and a Statement of Acceptance of Subcontract Terms and Conditions. Technical criteria are of greater importance than price in this competitive Best Value with Tradeoffs procurement.
