Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal maintenance and repair services for the Thermo Electron Q Exactive Laboratory Analyzer System and associated components at Madigan Army Medical Center, Tacoma, WA, supporting the Department of Clinical Investigations.

• Provide fully qualified technicians to perform maintenance and repair services to ensure optimum operation and efficiency of the Q Exactive Laboratory Analyzer System.

• Services include performing all OEM-sponsored modifications (ECOs and FCOs) at no additional charge, including upgrades, enhancements, and changes for safety.

• Contractor shall furnish all necessary technical manuals, special tools, supplies, parts, and test equipment.

• Services include moving, labor, shipping costs, reinstalling, and certifications.

• Preventive Maintenance (PM) services are performed upon request.

• Calibration Verification Checks (CVC) are performed upon request, complying with OEM procedures and requiring completion of specific forms (DD Form 2163, DD Form 2164).

• Corrective Maintenance includes unlimited on-call technical support during standard hours (0800-1600 PST, Monday-Friday).

• Minimum response time for corrective maintenance is no later than the following workday after notification of malfunction.

• Repairs shall be completed within two (2) working days.

• On-site repairs are preferred at Madigan Army Medical Center; complex repairs may be performed at off-site facilities with prior concurrence.

• Replacement parts must be OEM quality (rebuilt or new) and installed by the contractor.

• Maintenance actions shall not be delayed by more than 24 hours due to part delivery.

• Contractor shall make modifications to improve equipment operation/reliability, implement upgrades, and incorporate manufacturer-recommended engineering changes, with Contracting Officer concurrence and at no additional cost to the Government.

• Contractor shall provide OEM and FDA mandated software corrections and upgrades.

• Equipment must be maintained to meet OEM standard specifications.

• Performance standard is 100% conformance to contract requirements.

• Contractor performance will be monitored by Healthcare Technology Management Branch (HTM) personnel verifying service report documents.

• Ordering Period: 1 April 2026 through 31 March 2031.

• Location: Madigan Army Medical Center, Tacoma, WA.

• Contractor must provide a single point of contact (POC).

• Contractor must provide iWATCH training to employees within 30 days of contract award.

• Contractor and sub-contractor employees must complete Level 1 Anti-Terrorism training.

• Compliance with installation, facility, and area commander access and security policies is required.

• Contractor employees accessing government information systems must be registered and complete Information Assurance Awareness training.

• OPSEC Standing Operating Procedure (SOP) must be developed and approved.

• Contractor must comply with Occupational Safety and Health Administration (OSHA) standards and MAMC's Army Safety Program.

• Contractor is excluded from responsibility for maintenance due to government personnel fault, negligence, or acts of God.

• Repair services are not required between 1600 and 0800 hours on weekdays or on weekends and federal holidays, unless approved by the COR at no additional cost.

• Maintain equipment to conform to Original Equipment Manufacturer (OEM) standard specifications.

• Furnish and install all OEM sponsored modifications, including Equipment Change Orders (ECO) and Fielded Change Orders (FCO), at no additional charge. Mandatory modifications include upgrades, enhancements, and changes for operator and patient safety.

• Contractor shall provide technical manuals, special tools, supplies, parts, or test equipment.

• Services include moving, labor, shipping costs, reinstalling, and certifications.

• Equipment must be kept in good operating condition, meeting all published OEM requirements and specifications.

• Maintenance actions shall not be delayed by more than 24 hours due to the delivery of a repair part or item.

• All parts shall be of first-rate quality and meet OEM specifications.

• Performance will be monitored by Healthcare Technology Management (HTM) personnel verifying service report documents.

• The standard of performance is 100% conformance to contract requirements.

• Ordering Period: 1 April 2026 through 31 March 2031.

• On-site repairs are to be accomplished at Madigan Army Medical Center (MAMC), JBLM, whenever possible.

• If work is too complex for on-site, it may be performed at local or factory repair facilities with prior concurrence.

• Preventive Maintenance (PM): Performed upon request, includes scheduled maintenance, inspections, replacement of worn parts, and testing (e.g., electrical safety test).

• Calibration Service (CAL): Performed upon COR's request, includes Calibration Verification Check (CVC) and completion of DD Form 2163 and potentially DD Form 2164.

• Corrective Maintenance: Unlimited on-call technical support during standard hours (0800-1600 PST, Mon-Fri). Minimum response time is the next workday after notification. Repairs must be completed within two (2) working days.

• Modifications: Contractor shall make modifications to improve operation/reliability, upgrade circuitry, implement manufacturer recommended changes, and provide OEM/FDA mandated software corrections/upgrades, with Contracting Officer concurrence and at no additional cost.

• Training: Contractor and sub-contractors must complete iWATCH training within 30 days of award and Level 1 Anti-Terrorism training within 30 days of contract start. Employees also require installation access and security policy compliance.

• Reporting: Detailed itemized Service Reports are required upon completion of each repair or service.

• Invoicing: Quarterly, via Wide-Area Workflow (WAWF).

• Exclusions: Contractor is not responsible for repairs due to government personnel fault, negligence, or acts of God. Repair service is not required between 1600 and 0800 hours on weekdays or on weekends/federal holidays, unless approved by the COR.

• Contractor Furnished Equipment/Materials: Contractor provides all necessary technical manuals, tools, parts, etc.
