RESERVE BASIN MAINTENANCE DREDGING CONTRACT FOR SITES AT THE PHILDELPHIA NAVY YARD IN THE PUBLIC WORKS DEPARTMENT PENNSYLVANIA AREA OF RESPONSIBILIY

Sources Sought Notice

This is a Sources Sought Notice (market research) to identify potential qualified small businesses for a future contract. It is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB). The information gathered will help the Naval Facilities Engineering Command (NAVFAC), Mid-Atlantic (MIDLANT) decide if the solicitation will be a competitive set-aside or full and open competition. Large business submittals will not be considered.

The project involves maintenance dredging of approximately 96,611 cubic yards of sediment within the North Side (Wharf N) of Reserve Basin and the Schuylkill River Access Channel at the Philadelphia Navy Yard. The dredging will use a sealed environmental clamshell bucket. The target depth is -30’ MLLW, with a maximum over-dredge of -32’ MLLW.

Dredged materials will be transported by scow/barge and disposed of at either:

• Weeks Marine Whites Rehandling Basin (Logan Township, NJ)

• Waste Management Corporation Biles Island disposal facility (Morrisville, PA)

• NAICS Code: 237990 (Other Heavy and Civil Engineering Construction)

• Small Business Size Standard: $45,000,000

• Estimated Magnitude: $5,000,000 - $10,000,000

• Anticipated Contract Award: 2nd Quarter FY26

• Anticipated Contract Term: Approximately 270 Days

• Time of Year Restrictions: No dredging between March 1 and June 30, 2026.

• Production Rate: Minimum daily production of 2,500 CY per day.

• Work Hours: 24 hours/7 days per week allowed.

If set-aside for small business or 8(a) concerns, the contract will include FAR 52.219-14 (Limitations on Subcontracting). The prime contractor cannot pay more than 85% of the contract amount (excluding materials) to subcontractors that are not similarly situated. Specific requirements apply to joint ventures.

Interested small businesses must submit a capabilities package by December 1, 2025, by 2:00 P.M. EST to brittany.n.cristelli.civ@us.navy.mil. The package must include:

• Sources Sought Project Information Form (detailing 3-5 relevant dredging projects completed in the last 5 years, meeting size and scope criteria)
• Company profile (employees, locations, UEI, CAGE Code, small business status)

Relevant Project Criteria:

• Size: 2500 CY/Day or greater dredging maintenance/construction.
• Scope/Complexity: Approximately 100,000 cubic yards of sediment using a sealed environmental clamshell bucket.

Submissions must be limited to a 4Mb attachment. Request a "read receipt."
