Quick Summary

The Naval Facilities Engineering Command (NAVFAC), Mid-Atlantic (MIDLANT) is conducting market research via a Sources Sought Notice for a future Maintenance Dredging contract at the Philadelphia Navy Yard, PA. This initiative aims to identify qualified small businesses for a project estimated between $5,000,000 and $10,000,000. Responses are due by December 1, 2025, at 2:00 P.M. EST.

Purpose

This is a Sources Sought Notice, not a Request for Proposal (RFP), intended to identify potential qualified small businesses for a future contract. The information gathered will help NAVFAC MIDLANT determine if the subsequent solicitation will be a competitive set-aside or full and open competition. Large business submittals will not be considered.

Scope of Work

The project involves maintenance dredging of approximately 96,611 cubic yards of sediment within the North Side (Wharf N) of Reserve Basin and the Schuylkill River Access Channel at the Philadelphia Navy Yard. Dredging will be performed using a sealed environmental clamshell bucket to achieve a minimum depth of -30’ MLLW, with a maximum over-dredge depth of -32’ MLLW. Dredged materials will be transported by scow/barge for disposal at either Weeks Marine Whites Rehandling Basin (Logan Township, NJ) or Waste Management Corporation Biles Island disposal facility (Morrisville, PA).

Submission Requirements

Interested small businesses must submit a capabilities package by December 1, 2025, by 2:00 P.M. EST to brittany.n.cristelli.civ@us.navy.mil. The package must include:

  • A completed Sources Sought Contractor Information Form.
  • A completed Sources Sought Project Information Form, detailing 3-5 relevant dredging projects completed in the last 5 years. These projects must meet specific criteria:
    • Size: 2500 CY/Day or greater dredging maintenance/construction.

  • A company profile including employees, locations, UEI, CAGE Code, and small business status. Submissions are limited to a 4Mb attachment, and bidders are advised to request a "read receipt."

Set-Aside & Subcontracting

This market research is specifically for small businesses; large business submittals will not be considered.
