Quick Summary
The U.S. Army Corps of Engineers (USACE), New York District, is soliciting bids for Maintenance Dredging of Hague Basin at the U.S. Merchant Marine Academy (USMMA) in Kings Point, New York. This unrestricted procurement involves removing approximately 51,640 cubic yards of material and placing it at a contractor-furnished, state-permitted upland site. The project magnitude is estimated between $10,000,000 and $25,000,000. Bids are due April 13, 2026, at 2:00 PM EST.
Scope of Work
The project requires maintenance dredging of critical shoals within Hague Basin. Approximately 9,375 CY will be dredged from Area 1 to a depth of 15 feet below Mean Lower Low Water (MLLW), and 42,265 CY from Area 2 to 12 feet below MLLW, both with 2 feet overdepth. The dredged material is primarily silt and clay. Due to New York State Department of Environmental Conservation (NYSDEC) Water Quality Certificate restrictions, a mechanical dredge with a closed clamshell environmental bucket is mandatory. The contractor must provide all necessary permits for transportation, transfer, dewatering, processing, and final placement of dredged material at a contractor-furnished, state-permitted upland site. A minimum integrated production rate of 2,500 cubic yards per calendar day is required. Key deliverables include:
- Mobilization and Demobilization (CLIN 0001)
- Basic Work 1: Dredging and Placement (CLIN 0002)
- Black Box Monitoring Unit (CLIN 0003)
- Option Work 1 & 2: Dredging and Placement (CLIN 0004, 0005)
- Option 3 & 4: Compress Schedule Dredging and Placement (CLIN 0006, 0007)
