Requirements & Special Conditions

The work requires utilizing a mechanical dredge with a closed clamshell environmental bucket. The contractor must perform at least 40% of the total work with their own organization and equipment. Compliance with the NYSDEC Water Quality Certificate and FAA notification for construction methods are mandatory.

Submission & Evaluation

Bidders must submit proposals for all items (CLINs 0001 through 0008); failure to do so will result in rejection. A Bid Guarantee (20% of bid price or $3,000,000.00, whichever is less) is required, along with Performance and Payment Bonds. Award will be based on the lowest total price from a responsible and responsive bidder. Offerors must allow 90 calendar days for Government acceptance.

Additional Notes

This solicitation has been amended multiple times (Amendments 0001, 0002, 0003). Bidders must acknowledge all amendments and review the latest specifications and drawings, including the revised CLIN 0002 for Basic Work 1. The RFI cut-off date was April 7, 2026.
