The dredged material will be placed at the Historic Area Remediation Site (HARS), located approximately 5 miles east of Sandy Hook, New Jersey.

Work is anticipated to be performed using a mechanical clamshell dredge with an environmental bucket, along with multiple ocean-going, bottom-dumping barges, tugboats, and survey vessels. Contractors will be required to maintain an integrated production rate of at least 8,000 CY per calendar day for dredging and placement activities. The project is anticipated to take place in summer/fall 2026.

The market research survey seeks information on contractors' capabilities and experience, including:

  • Prior experience with similar dredging projects, particularly in New York/New Jersey waters and HARS placement.
  • Equipment ownership (mechanical dredges, environmental buckets, ocean-going scows) and their specifications.
  • Ability to meet the required production rate and bonding capacity.
  • Experience with USACE Resident Management System (RMS) 3.0, EM 385-1-1, and FAA Obstruction Evaluation / Airport Airspace Analysis.
