Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) establishes the requirements for the Security Assistance Management Directorate (SAMD) Maintenance Support Service (MSS) contractor to provide aviation field and sustainment level maintenance, training, and logistics support on specified rotary wing aviation and ground support equipment to the Royal Saudi Land Forces Aviation Corps (RSLFAC). The goal is to provide a "best value" solution to the United States Government (USG) and the Kingdom of Saudi Arabia (KSA).

The SOW defines "advise and support" requirements for the contractor through the following tasks:

The contract will be for five (5) years, including a 12-month base period and options for three 12-month periods, one 6-month period, and two 90-day transition periods. Performance will be across seven geographic locations within the KSA.

• RSLFAC Provided Support: RSLFAC will provide base support (working space, material, equipment, vehicles) and aviation support (systems, support equipment, parts, materials, fuel, oil, lubricants, coolants, facilities, and equipment).
• Staffing: Contractor must furnish personnel with required knowledge, skills, and abilities, management, housing, and transportation.
• Safety and Quality: Workmanship must meet US Army Service Guidance, Technical Manuals, and other applicable regulations. Contractor must perform IAW approved procedures related to safety.
• Training: Contractor must provide initial and refresher training, manage training activities, and implement cross-training programs. Specific training includes OPSEC, Information Assurance (IA), HAZMAT, and Antiterrorism Awareness (AT).
• Security: Personnel require Secret clearance or NACI level for OCONUS locations. Compliance with FAR 52.204-2 and DD Form 254 is required. Saudi security approval is also necessary.
• Data Deliverables: Includes Manning Accountability Reports, Safety SOP, OJT SOP, Transition Plan, Performance Report, and contract obligated CLIN amounts.
