This amendment modifies the solicitation "19FR6326Q0055" dated January 26, 2026, with an effective date of February 9, 2026.

Key changes include:

• Modification of the scope of work as highlighted on pages 2 and 3.

• Update to the pricing schedule (paragraph 2 of the RFQ) to increase estimated quantities on pages 4 to 5.

• Update to the maximum amount (paragraph 2.6 of the RFQ) as highlighted on page 5.

• Modification of clause 52.216-19 "Order limitations" as highlighted on page 6.

• Modification of requirements in Section 3 of the RFQ as highlighted on pages 7 and 8.

This amendment does not extend the hour and date specified for receipt of offers. Offerors must acknowledge receipt of this amendment. Failure to do so may result in rejection of the offer. If an offeror wishes to change a submitted offer, the change must be made by telegram or letter referencing the solicitation and this amendment, and received prior to the opening hour and date.

Solicitation / RFP / RFQ

This Request for Quotations (RFQ) is for on-demand make-ready janitorial services in Paris and its vicinity. The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price.

• On-demand make-ready janitorial services for approximately fifty (50) apartments in Paris and its vicinity.

• Services include deep cleaning of apartments after occupant departure and before new occupant move-in.

• Services encompass dusting, sweeping, wiping, shampooing carpets, cleaning floors and walls, cleaning inside/outside cupboards and wardrobes, cleaning vents, dusting walls, cleaning and disinfecting sanitary fittings, removing limestone traces, polishing faucets, and interior/exterior window cleaning.

• Includes unpacking and arranging a welcome kit (provided by the Embassy) with kitchenware, small appliances, bed linen, towels, etc.

• May include additional intense cleaning and removal/disposal of items left in apartments or caves, following French regulations.

• Use of Eco-Friendly cleaning products is required.

• Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ).

• Period of Performance: One base year from contract award, with two (2) one-year options.

• Minimum Order: 800.00 € VAT included.

• Maximum Order: 160,000.00 € VAT included.

• Quotations are due by February 20, 2026, at 16:00 (Local French time).

• Proposals must be in English.

• Submission is electronic to ParisContracting@state.gov, with file size not exceeding 30MB per email.

• Required documents: SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), additional information as required in Section 3, and proof of SAM Registration.

• Evaluation Factors: Compliance Review, Technical Acceptability (past performance and experience), Price Evaluation, and Responsibility Determination.

• This acquisition is UNRESTRICTED.

• Offerors must be registered in the System for Award Management (SAM) prior to submission.

• A pre-quotation conference will be held on February 6, 2026, at 10:30 (local time) at the US Embassy Paris.

• Prospective offerors/quoters should contact Anne Hibert (Pariscontracting@state.gov) by January 30, 2026, 16:00 for information or to arrange entry.

• Offerors must provide evidence of operating an established business in France or have a subcontractor meeting this requirement.

• Offerors must provide proof of SAM registration.

• Offerors must provide a list of clients from the past five years demonstrating janitorial experience.

• Offerors must provide a strategic plan for the services and a subcontracting plan if applicable.
