Potential bidders should use this form to provide their company's details, technical capabilities, and relevant experience. This information will help the government assess the company's suitability and inform the acquisition strategy for the opportunity.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) describes the tasks for hyperbaric systems services to support various shore-based manned hyperbaric systems projects. The objective is to provide technical expertise for shore-based hyperbaric systems design and engineering, including development, fabrication, testing, evaluation, inspection, maintenance, and repair.

• The work will be performed worldwide at shore-based locations supporting Naval Facilities Engineering Command (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC) customers.

• Services include overhaul of hyperbaric systems, recompression chamber facilities, high pressure charging systems, surface supplied diving facilities, escape trainer facilities, and hyperbaric medical facilities.

• Tasks may involve design, fabrication, installation, testing, inspection, maintenance, repair, and overhaul of these systems.

• Performance objectives are applicable to the total scope of services and will be addressed in individual Task Orders.

• Measurable objectives include timely proposal submissions, meeting project schedules, effective QA/QC and Health & Safety programs, managing multiple Task Orders, technical competence, producing technical documents, subcontractor management, meeting performance specifications, budget adherence, and environmental requirements.

• Performance will be measured against these objectives, with specific metrics provided in the Quality Assurance Surveillance Plan (QASP).

• The period of performance will be defined in individual Task Orders.

• Work locations may include project locations worldwide and aboard government, government contracted, or contractor-chartered vessels.

• Contractors may require Common Access Cards (CAC) or other access credentials for DoD installations and Navy IT systems.

• Personnel must possess comprehensive knowledge and demonstrated ability in their respective disciplines.

• Specific skills required include managing multiple projects, working in remote locations, storing and maintaining materials, performing quality control, fabricating and installing complex piping systems, welding, producing AutoCAD drawings, cleaning and inspection, supporting re-entry control procedures, and providing Non-Destructive Testing (NDT).

• Fabrication of pressure vessels must comply with ASME Boiler Pressure and Vessel Code (BPVC) Section VIII and ASME Pressure Vessels for Human Occupancy (PVHO).

• Gauge calibration must be conducted by Navy metrology and calibration (METCAL) qualified shops.

• Travel may be required, and costs will be reimbursed in accordance with FAR 31.205-46. Passports are required for foreign travel.

• Contractor employees must identify themselves as contractors and not government officials.

• The contract is a non-personal service contract.
