Scope of Work

The contractor will provide comprehensive S&RTS, including:

• Cargo Management: Full spectrum management of US Military cargo (containers, vehicles, breakbulk, aircraft).
• Operational Tasks: Vessel, truck, and rail loading/discharging; port reception and disposition; cargo management, staging, intra-port transfers, checking and tallying (C&T).
• Support Services: Handling/warehousing of government-provided dunnage and tiedown materials, physical security, facilities, storage/staging, office space, supplies, and documentation.
• Availability: Services must be performed 24 hours a day, seven days a week, 365 days a year, in accordance with "Best Commercial Practices."
• Place of Performance: Primarily Mannheim and Regensburg, Germany, with potential for other ports along the Rhine and Danube rivers via modification.

Contract Details

• Contract Type: Firm Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ).
• Period of Performance: A 5-year ordering period from October 1, 2026, through September 30, 2031.
• Option to Extend: Includes FAR clause 52.217-8, allowing for a 6-month extension from October 1, 2031, through March 31, 2032.
• Minimum Order: $2,500.00 for the first twelve months.
• Maximum Contract Value: Total contract award amount plus a 25% increase.
• Estimated Value: The total evaluated value for both locations combined is $577,500.00.
• Set-Aside: Unrestricted.

• Submission Method: Quotes must be submitted via email to the Contracting Officer and Contract Specialist.
• Required Submissions:
  • Part I: Contract Documentation (e.g., active SAM registration, CAGE code, completed REPS & CERTS, CTIP Compliance Plan).
  • Part II: Technical Submission (Attachment 3 - Mission Essential Plan, Attachment 5 - Technical Worksheet, with page limits).
  • Part III: Price Quote (Attachment 2 - Schedule of Rates, in Microsoft Excel format, no formulas, two decimal places).
• Evaluation Factors: Technical Submission (rated Acceptable/Unacceptable) and Price Quote (rated Fair and Reasonable/Not Fair and Reasonable).
• Award Basis: Award will be made to the offeror with the Lowest Evaluated Price among those whose Technical Submission is rated "Acceptable." Noncompliance may lead to elimination.
• Proposal Validity: Proposals must be valid for at least 180 calendar days.
