Submission Requirements & Evaluation

- Part II - Technical Submission: Requires completion of Attachment 5 (Technical Worksheet, max 20 pages) addressing labor, equipment, HAZMAT certifications, port access, and safety programs, and Attachment 3 (Mission Essential Plan, max 5 pages) detailing crisis continuity of essential services.
