Scope of Work

The contractor will provide professional services for Operations Support, including policy guidance, program study, database development and analysis, Operational Advisory Group (OAG) participation, training requirements development, and information management. Key areas include:

• Operations and Planning Support: Assisting MARFORRES G-3/5 with operational planning, coordination, and execution for Major Subordinate Commands (MSC).
• Future Operations Support: Establishing and administering Marine Corps strategic and operational programs, conducting liaison, and providing program management decision support. May involve classified work up to the "SECRET" level.
• Operational Planning: Coordinating MARFORRES support for Marine Corps and Combatant Commander strategic and operational programs. Requires knowledge of Marine Corps Planning Process (MCPP) and Joint Planning Process (JPP). May involve classified work up to the "TOP SECRET" level.

Contract Details

• Contract Type: Firm Fixed Price for services, Cost No Fee for travel.
• Period of Performance: An 11-month base period (April 1, 2026 - February 28, 2027) plus one option year (March 1, 2027 - February 28, 2028).
• Place of Performance: Primarily at Marine Corps Support Facility New Orleans, MARFORRES G-3/5.
• Security Clearances: A Secret Facility Clearance is required prior to performance. Personnel requiring access to classified data must obtain appropriate security clearances (up to TOP SECRET). DoD Common Access Card (CAC) is required for all personnel.
• Travel: Anticipated and will be reimbursed on a cost-reimbursable basis.

• This procurement is a Total Small Business Set-Aside.
• NAICS Code: 541612 (Human Resource Consulting Services) with a size standard of $29,000,000.00.
• Offerors must be registered in the System for Award Management (SAM).

• Evaluation: Award will be based on a price/technical tradeoff. Technical Capability and Past Performance are significantly more important than price. Technical Capability will be evaluated based on the thoroughness and accuracy of the technical solution description, including resumes of proposed personnel. Past Performance requires at least two relevant references from the past three years.
