Key personnel roles, such as Future Operations Specialist and Planning Support Specialist, require specific advanced warfighting school graduates (e.g., SAW, SAMS, MAWS, SAASS) or equivalent experience, and varying security clearances (SECRET for Future Operations Specialist, TOP SECRET for Planning Support Specialist). No Project Manager is required for this effort.
Contract Details
This is a Firm Fixed-Price contract for services, with travel reimbursed on a Cost No Fee basis, subject to a $50,000 annual ceiling. The period of performance includes an 11-month base year (April 1, 2026 - February 28, 2027) and one option year (March 1, 2027 - February 28, 2028). A Secret Facility Clearance is required prior to performance, and the Government will not sponsor a Top Secret Facility Clearance. There is no current incumbent for these services. The applicable NAICS code is 541612 (Human Resource Consulting Services) with a $29 million size standard. A Wage Determination for Orleans Parish, LA, applies.
Submission & Evaluation
Proposals must be submitted in separate volumes for Technical Capability, Past Performance, and Price. Evaluation will be based on a price/technical tradeoff, with Technical Capability and Past Performance being significantly more important than price. Technical evaluation will assess the thoroughness and accuracy of the solution, including two separate resumes for each proposed role detailing specific qualifications and experience within the last five years. Past Performance requires at least two relevant references from the past three years. Offerors must be registered in SAM.
