Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for Facility Investment, focusing on Sustainment, Restoration, and Modernization (SRM) sub-functions. The primary goal is to maintain and repair existing infrastructure, with some provision for minor rehabilitation and capital improvements.

The contractor shall perform maintenance, repair, alteration, demolition, and minor construction for a wide range of facilities and systems, including:

• Buildings and Structures: Interior/exterior finishes, roofing, foundations, structural components, cathodic protection systems, tanks, POL systems, pipelines.
• Building Systems: HVAC, fire protection, vertical transportation equipment (VTE), intrusion detection, cranes, boilers, unfired pressure vessels (UPV), compressed air systems, potable water, wastewater, electrical systems, auxiliary generators, UPS, grease traps, exhaust hoods, and Weight Handling Equipment (WHE).
• Roads and Paved Surfaces: Traffic control devices, paths, striping, curbs, sidewalks, parking lots, bridges, drainage systems, and outdoor courts.
• Waterfront: Piers, bulkheads, wharfs, and cathodic protection systems.
• Trackage: Railroads and cranes.
• Airfields: Runways, taxiways, aircraft parking areas, and aviation fuel systems.
• Fueling Stations: Compressed Natural Gas (CNG) and Petroleum Fuels (POL) systems, including transfer and maintenance.
• Other: Electric vehicle charging stations, signs, fences, locksmith services, drainage ditches, monuments, and flagpoles.

The scope also includes recurring work such as Emergency, Urgent, and Routine (E/U/R) work, a Preventive Maintenance (PM) Program, an Inspection, Testing, and Certification Program, and Other Recurring Services (e.g., grease trap maintenance, HVAC seasonal services, boiler water testing).

• Facilities, systems, and equipment must be maintained in normal working condition and function properly according to specified standards.
• Emergency, Urgent, and Routine work must be responded to and completed within specified timeframes.
• Preventive maintenance must be performed according to the approved schedule and manufacturer recommendations.
• Monthly Maintenance Summary reports are required.

Performance is expected at various locations as detailed within the document, with specific periods of performance to be defined in task orders for non-recurring work.

• Personnel Qualifications: All work must be performed by trained, certified, and licensed personnel as specified for each system (e.g., HVAC technicians, boiler operators, electricians, HAZMAT personnel). Certifications must be submitted within 15 days of award.
• Workmanship: Workmanship and materials must meet industry standards, manufacturer specifications, and applicable codes and regulations. Historical preservation requirements must be followed for designated sites.
• Reporting: Monthly reports, PM schedules, and specific inspection/testing reports are required.
• Environmental Compliance: Handling of refrigerants and hazardous materials must comply with environmental regulations.

Questions & Answers / Clarifications

This document contains responses to Requests for Information (RFIs) submitted by potential bidders regarding Solicitation N62473-24-R-0036. It clarifies various aspects of the solicitation, including contract details, technical requirements, submission instructions, and administrative matters.

• Incumbency and Contract Consolidation: The solicitation consolidates several previously separate services into a new contract, meaning there was no single incumbent contractor for the entire scope of work. Previous contract numbers for similar work are provided for reference.
• Site Visit Scheduling: The government will not reschedule the site visit, which remains as originally scheduled.
• Wage Determinations: Current Wage Determinations for Davis-Bacon Act and Service Contract Act are provided. There are currently no Collective Bargaining Agreements (CBAs) in place for any of the work.
• Missing Annexes/Attachments: Several annexes and attachments were initially omitted or had issues (e.g., Grounds Maintenance, Pavement Clearance, ELIN sheets). These have been re-uploaded or clarified via amendments.
• ELIN Structure and Pricing: Numerous RFIs address the structure, content, and pricing of ELINs (Contract Line Item Numbers), with many clarifications and corrections issued via amendments, including the addition of ELINs for specific work scopes.
• Period of Performance (PoP) Consistency: Clarifications were made to align PoP dates across different sections of the solicitation (Section B, Section F, and ELIN sheets).
• Proposal Submission Requirements: Clarifications were provided regarding the submission of Exhibit A (Financial Questionnaire) and the page limits for the Quality Management System section.
• Site Visit Information: The site visit sign-in sheet will not be made available. Maps and facility descriptions for relocatable facilities are available in specific attachments.

These clarifications and updates, primarily issued via amendments, are crucial for bidders to accurately understand the scope of work, technical requirements, submission guidelines, and contract terms. Bidders should carefully review all amendments and RFI responses to ensure their proposals meet all requirements.
