Amendment / Modification

This amendment (0006) to Solicitation #N62473-24-R-0036 makes the following changes:

• Wage Determinations: Updates include DB WD #CA20260001 (Modification #2 dated January 23, 2026) and SCA WD #2015-5635 (revision #29 dated December 03, 2025).

• Section L Update: Section L, titled 24R0036_MCBCP BOSC Section L- FSC Evaluation Factors_updated 4.6.26, has been updated. Changes include the Contracting Officer's email address in L.1 and updates to L.2 and L.4. All changes are indicated in red text.

• Annex Attachments: New Annex attachments have been added, listed under Section J - List of Attachments. These include various "Follow-on" documents related to Environmental, Management and Administration, and other services.

• New FAR Clause: FAR Clause 52.222-62, Paid Sick Leave Under Executive Order 13706 (January 2022), has been added.

• Section L (Instructions, Conditions, and Notices to Offerors or Respondents)

• Section J (List of Attachments)

• Contract Clauses (addition of FAR 52.222-62)

• All offerors must acknowledge receipt of this amendment as part of their proposal submission.

• The RFI responses and updated Section L provide additional information for proposal preparation.

Amendment / Modification

This amendment (0005) re-opens solicitation N62473-24-R-0036 for competition due to revisions in scope and evaluation criteria. It supersedes all previous amendments (0001-0015).

Key changes include:

• The solicitation is formally re-opened.

• All previous amendments are superseded and should be disregarded.

• The new closing date for receipt of proposals is Monday, April 27, 2026, at 2:00 PM Pacific Daylight Time (PDT).

• All questions or inquiries must be submitted no later than Thursday, April 02, 2026, at 12:00 P.M. PDT.

• Offerors must acknowledge receipt of this amendment as part of their proposal submission.

• Section A - Solicitation/Contract Form: The Response Due Date has been changed from February 20, 2026, to April 27, 2026. The Response Due Time Zone has changed from Pacific Standard Time (UTC -8) to Pacific Daylight Time (UTC -7).

• Miscellaneous text in Section A has been modified, including the Contract Title and details about the Type of Contract (FFP, IDIQ, performance-based).

• Several CLINs/SLINs/ELINs have been added or modified, primarily related to Option Periods 4 through 8 for recurring services.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for Facility Investment, focusing on Sustainment, Restoration, and Modernization (SRM) sub-functions. The primary goal is to maintain and repair existing infrastructure, with some provision for minor rehabilitation and capital improvements.

The contractor shall perform maintenance, repair, alteration, demolition, and minor construction for a wide range of facilities and systems, including:

• Buildings and Structures: Interior/exterior finishes, roofing, foundations, structural components, cathodic protection systems, tanks, POL systems, pipelines.
• Building Systems: HVAC, fire protection, vertical transportation equipment (VTE), intrusion detection, cranes, boilers, unfired pressure vessels (UPV), compressed air systems, potable water, wastewater, electrical systems, auxiliary generators, UPS, grease traps, exhaust hoods, and Weight Handling Equipment (WHE).
• Roads and Paved Surfaces: Traffic control devices, paths, striping, curbs, sidewalks, parking lots, bridges, drainage systems, and outdoor courts.
• Waterfront: Piers, bulkheads, wharfs, and cathodic protection systems.
• Trackage: Railroads and cranes.
• Airfields: Runways, taxiways, aircraft parking areas, and aviation fuel systems.
• Fueling Stations: Compressed Natural Gas (CNG) and Petroleum Fuels (POL) systems, including transfer and maintenance.
• Other: Electric vehicle charging stations, signs, fences, locksmith services, drainage ditches, monuments, and flagpoles.

The scope also includes recurring work such as Emergency, Urgent, and Routine (E/U/R) work, a Preventive Maintenance (PM) Program, an Inspection, Testing, and Certification Program, and Other Recurring Services (e.g., grease trap maintenance, HVAC seasonal services, boiler water testing).

• Facilities, systems, and equipment must be maintained in normal working condition and function properly according to specified standards.
• Emergency, Urgent, and Routine work must be responded to and completed within specified timeframes.
• Preventive maintenance must be performed according to the approved schedule and manufacturer recommendations.
• Monthly Maintenance Summary reports are required.

Performance is expected at various locations as detailed within the document, with specific periods of performance to be defined in task orders for non-recurring work.

• Personnel Qualifications: All work must be performed by trained, certified, and licensed personnel as specified for each system (e.g., HVAC technicians, boiler operators, electricians, HAZMAT personnel). Certifications must be submitted within 15 days of award.
