Purpose & Scope
The MAPS IDIQ is a follow-on and combination of the ACC-APG Responsive Strategic Sourcing for Services (RS3) and Product Lead (PL) Digital Market’s Information Technology Enterprise Solutions – 3 Services (ITES-3S) IDIQ Contract Vehicles. Its objective is to support Army enterprise infrastructure and infostructure goals with IT services and knowledge-based professional services globally (CONUS and OCONUS, including hostile areas). This integration seeks to enhance flexibility, reduce redundancy, and improve cost-efficiency.
The contract covers five primary technical support areas:
- Engineering, Logistics and Operational Services
- Research, Development, Test and Evaluation (RDT&E) Services
- Management and Advisory Services
- Emerging IT Services
- Foundational IT Services
Services explicitly not within scope include Inherently Governmental Functions, Personal Services, Architect & Engineering (A&E) Services, and Construction Services.

Set-Aside & Eligibility
This is a full and open competition with reserved awards for small businesses. Task Orders may be restricted to Small Businesses based on market research. Offerors will be categorized as Small Business, Emerging Large Business, Large Business, or Commercial-Sector Vendor.
Submission & Evaluation
Proposals must be submitted through the Digital Market Portal (https://chess.army.mil/proposal/default/index). Controlled Unclassified Information (CUI) supporting documentation must be submitted separately via DoD Safe (https://safe.apps.mil/). The deadline for Guest Users to request DoD Safe codes was April 28, 2026.
Evaluation will proceed on a Pass/Fail basis for mandatory Screening Questions, followed by a Verified Score for Past Performance, and a price analysis for reasonableness. Key screening requirements for all offerors include:
- Meeting all submission requirements (RFP Section L.1).
- Possessing an active SECRET facility clearance.
- Being ISO 9001:2015 or ISO 9001:2013 certified.
- Having CMMC Final Level 2 (self) certification or higher (with SPRS certificate screenshot).
- For Small, Emerging Large, and Large Businesses, the Unique Entity Identifier (UEI) must not have 5% or more MARGINAL or below ratings in CPARS across the five NAICS codes over the last three years.
- Failure to meet any screening question will result in disqualification.
Past performance will be evaluated based on recency (within the last three years prior to May 1, 2026), relevance, NAICS alignment, performance quality (CPARS/PPQ ratings), dollar value, and passthrough rate for up to three Qualifying Projects (QPs).
Key Amendments
Amendment 003 extended the proposal due date to May 8, 2026, 5:00 PM EST, and updated portal instructions for CUI submission. Amendment 004 further refined Sections H, L, and M, and Attachment 0002 (Scorecards). Notably, it removed the Accounting System requirement from Large Business Screening Questions, reallocating points, and clarified definitions for "Emerging Large Business" and "Total Contract Value." Offerors must utilize the latest Attachment 0002 Amendment 04 scorecards.
