MAPS will serve as a follow-on and combination of the ACC-APG RS3 and PL Digital Market’s ITES-3S IDIQ vehicles, enhancing flexibility and cost-efficiency. The contract covers five primary technical support areas:

  • Engineering, Logistics and Operational Services
  • Research, Development, Test and Evaluation (RDT&E) Services
  • Management and Advisory Services
  • Emerging IT Services
  • Foundational IT Services Services explicitly excluded are Inherently Governmental Functions, Personal Services, Architect & Engineering (A&E) Services, and Construction Services.

Eligibility & Evaluation

This is a full and open competition with reserved awards for small businesses. Task orders may be restricted to Small Business concerns. The Government intends to make 70 awards per Domain. Proposals will undergo a multi-phase evaluation including self-scores, verification reviews, and price analysis. Award will be made to the highest technically rated proposal offering a fair and reasonable price. Mandatory Screening Questions (Pass/Fail): Offerors must possess an active SECRET facility clearance, ISO 9001:2015/2013 certification, and CMMC Final Level 2 (self) or higher certification. CPARS performance must meet specific thresholds (e.g., less than 5% MARGINAL or below for Large Businesses). Scoring Criteria: Points are awarded for Government Approved Systems (Property Management, Accounting), higher facility clearances (TOP SECRET), CMMC Level 2 (C3PAO) certification, ISO/IEC 27001:2022 certification, and Past Performance. Past Performance evaluation considers recency, relevance, NAICS alignment, quality (CPARS/PPQ), dollar value, and passthrough rate. Submission Requirements

Proposals must be submitted through the Digital Market Portal. Controlled Unclassified Information (CUI) documents must be submitted exclusively via DoD SAFE. All attachments must be consolidated into single PDF files per volume, adhering to a 5MB file size limit. Key attachments include a Cover Letter, Scorecards (specific to business size), Qualifying Project Forms, and Past Performance Questionnaires.
