The MAPS initiative aims to consolidate the ACC-APG's Responsive Strategic Sourcing for Services (RS3) and Product Lead (PL) Digital Market's Information Technology Enterprise Solutions – 3 Services (ITES-3S) IDIQ vehicles. The goal is to create a single, more flexible, and cost-efficient contract vehicle for acquiring knowledge-based professional services. The Draft RFP outlines five key domains: Technical Services (NAICS 541330), Management and Advisory Services (NAICS 541611), Research Development Testing and Evaluation (RDT&E) Services (NAICS 541715), Emerging IT Services (NAICS 541512), and Foundational IT Services (NAICS 541519).
Contract Details
This will be a Multiple Award IDIQ with a maximum ordering period of 10 years (a 5-year base and one 5-year option). A minimum guarantee of $500.00 is specified. The Government intends to make approximately 50 awards per Domain.
Key Adjustments & Next Steps
Based on Industry Day feedback, preliminary adjustments under consideration include: criteria for "Emerging Large Businesses," the ability for Offerors to leverage subcontract experience, refinement of outcome-based service requirements for Commercial-Sector Vendors, and refinement of Off-Ramp terms. A new timeline will be provided with the release of the next draft and final RFP.
Evaluation & Eligibility
Proposals will be submitted through the Digital Market Portal and evaluated in phases. Key evaluation factors include Gate Criteria (e.g., facility clearance, ISO 9001, CMMC Level 2, CPARS thresholds, government-approved systems), Systems, Agreements & Certifications, Past Performance (Qualifying Projects, vacancy rate, time to fill), and Cost. Specific reserve requirements are outlined for Large Businesses, Commercial-Sector Vendors, and various Small Business categories (SB, WOSB, SDVOSB, HUBZone, SDV, 8(a)). Orders may be restricted to Small Businesses based on market research.
