  • Place of Performance: Primarily Aberdeen Proving Ground, MD, with potential for other CONUS and OCONUS locations as defined per individual task order.

Key Requirements & Evaluation

  • Eligibility: The opportunity outlines specific gate criteria and evaluation scorecards for Large Businesses, Small Businesses, and Commercial-Sector Vendors. Mandatory requirements include:
    • Facility Clearances: Active SECRET facility clearance (for Large/Small Businesses) or TOP SECRET facility clearance (for Commercial-Sector Vendors, and points for Large/Small).

    • Past Performance: Evaluation will consider Recency, Relevance, NAICS Alignment, Performance Quality (based on CPARS/PPQ ratings), Dollar Value, Vacancy Rate, and Time to Fill Rate of submitted Qualified Projects (QPs).
  • Awards: The Government intends to make approximately 50 awards per Domain, with specific reserve requirements for Large Businesses, Commercial-Sector Vendors, and various Small Business categories (e.g., WOSB, SDVOSB, HUBZone, 8(a)). Orders may be restricted to Small Businesses based on market research.
  • Submission: Proposals will be submitted through the Digital Market Portal.
