Scope of Work
The contractor will provide and manage fuel services for the U.S. Consulate General Matamoros GSO Motor pool section. Key requirements include:
- Provision of Gasoline (Magna and Premium) and Diesel fuel.
- Delivery of fuel via tanker truck to the U.S. Consulate at Calle Constitución No. 1, Colonia Jardín, Matamoros, Tamaulipas 87330.
- Maintenance of at least one service station near the Consulate and each Port of Entry in Matamoros.
- Operation of multiple service stations in Matamoros, Ciudad Victoria, Valle Hermoso, and Nuevo Laredo.
- Submission of a complete list of all fuel stations (name, address, city, state, GPS, hours, fuel types) with the proposal.
- Provision of monthly refueling reconciliation reports and accurate, timely invoices with Excel-based reconciliation.
Contract Details
- Contract Type: Fixed price IDIQ with economic price adjustment requirements.
- Period of Performance: One-year base period with four (4) one-year options.
- Estimated Value: Annual minimum of MXN 68,000.00 and maximum of MXN 980,000.00.

Submission & Evaluation
Proposals will be evaluated based on the lowest priced, acceptable, responsible offeror. Acceptability is determined by compliance with RFP terms, while responsibility considers financial resources, ability to perform, integrity, organization, experience, skills, equipment, facilities, and eligibility. Past performance will also be assessed. Submissions must be in English and include SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), and additional information as required in Section 3. Offerors must be registered in SAM.gov prior to award.
