Quick Summary
The Mission and Installation Contracting Command (MICC) - Fort Riley KS is issuing a Draft Request for Proposal (DRFP) for Material Handling Equipment (MHE) services for III Corps & Fort Hood, Texas, and surrounding areas. This is for market research and acquisition planning purposes, seeking industry feedback. This opportunity is a Total Small Business Set-Aside. Responses are due March 25, 2026.
Purpose
This DRFP is solely for market research and acquisition planning. It is not a formal solicitation, and no contract will result from this posting. The government seeks industry feedback, comments, and suggestions on the Performance Work Statement (PWS), evaluation criteria, and contract structure to improve clarity and feasibility for the final requirement.
Scope of Work
The requirement is for non-personal services to provide MHE for III Corps & Fort Hood, TX, and within a 100-mile radius. The contractor will provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and fuel necessary for movements of Unit Equipment. Services support deployment, redeployment operations, exercises, and equipment turn-in, potentially requiring 24-hour continuous operations as identified in Task Orders (TOs).
Specific MHE includes 15K, 30K, and 36K forklifts (with weight scales), container handling equipment (RTCH equivalent), crane support (115-ton and 300-ton), and various truck/trailer systems (flatbed, RGN). Performance locations include motor pools, wash racks, line haul sites, Deployment Ready Reaction Fields (DRRF), and Rail Operations Centers (ROC).
