Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing on-site preventive maintenance and repair services for Material Handling Equipment (MHE) at the Letterkenny Munitions Center (LEMC).

• The contractor shall provide all personnel, equipment, tools, materials, and supervision necessary for MHE maintenance and repairs, except for Government Furnished Property (GFP).

• Services include scheduled preventive maintenance (PM) and on-demand repairs for a specified list of MHE, including forklifts, scissor lifts, boom lifts, light towers, and yard ramps.

• The contractor may be required to rent MHE in emergency situations or during multiple equipment failures.

• Disposal of all fluids and materials generated during maintenance and repair processes is the contractor's responsibility, in accordance with federal and state regulations.

• Preventive maintenance will be conducted according to equipment manufacturer specifications and LEMC requirements.

• Repairs must be completed within 24 hours of being reported by the LEMC Contracting Officer's Representative (COR), excluding emergency repairs.

• Quality Assurance (QA) will be conducted per the Quality Assurance Surveillance Plan (QASP).

• Period of Performance: One base year of 12 months, with two (2) 12-month option years.

• Place of Performance: On-site at LEMC.

• Work Hours: Monday through Thursday, 0700 to 1600. Friday work requires COR authorization.

• Services will not be performed on recognized US holidays.

• Contractor personnel must possess manufacturer-specific factory training and individual certifications for maintenance and repairs.

• All contractor employees must possess a valid driver's license and obtain a Letterkenny Army Depot specific security clearance.

• The contractor shall furnish all necessary equipment and tools, including a service vehicle with specific features.

• Parts and materials provided by the contractor must be new or equivalent to new, at purchased cost without markup. Parts exceeding $500 require COR approval.

• The contractor is responsible for the disposal of all fluids and materials, including batteries and associated acids.

Solicitation / Request for Information (RFI)

This RFI seeks information from industry regarding the procurement of commercial, Firm Fixed Price, competitive service contract for Material Handling Equipment (MHE) repairs, maintenance, and rental services. The services will be provided at Letterkenny Munitions Center (LEMC) located on Letterkenny Army Depot (LEAD). The government is conducting market research to develop its acquisition strategy and intends to award a contract no later than August 22, 2026.

• Repairs, maintenance, and rental services for MHE, including lifts, light towers with generators, yard ramps, forklifts, telehandlers, and container handlers.

• A draft Performance Work Statement (PWS) and Equipment List are attached for review.

• Contract type: Firm Fixed Price, competitive service contract.

• Estimated award date: No later than August 22, 2026.

• Interested parties must submit a Capabilities Statement addressing specific questions outlined in the RFI.

• The submission deadline for the Capabilities Statement is February 20, 2026, 1:00 PM Eastern Time.

• The government will use the submitted information to determine its acquisition path forward.

• The applicable NAICS code is 811310 – Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, with a small business size standard of $12,500,000.00.

• The government has not yet decided on a full and open competition or set-aside.

• Offerors are asked to indicate if they qualify as a Small, Small Disadvantaged, 8(a), Women-Owned, HUBZone, or Service-Disabled Veteran-Owned Small Business and provide proof.

• For potential small business set-asides, prime contractors must perform at least 50% of the work.

• Contractors must be registered in the System for Award Management (SAM).

• The RFI requests recommendations to improve technical specifications and the draft PWS, and to identify any conditions that may unnecessarily restrict competition.
