This document is a Commercial Solutions Opening (CSO) announcement from the U.S. Army Contracting Command – Anniston Army Depot (ACC-HDA). It serves as a general announcement mechanism to modernize the Organic Industrial Base (OIB) at Anniston Army Depot by acquiring commercial products, commercial services, and non-developmental items. The CSO aims to integrate advanced manufacturing technologies and streamline processes to enhance the Army's capability and "Speed of Battle."

The CSO is seeking innovative commercial technologies and solutions across various "Areas of Interest" (Aol), including but not limited to:

• Agile & Adaptive Facilities
• Connected Digital Enterprise
• Advanced Manufacturing & Maintenance
• Automation & Robotics
• Process Modernization (e.g., Coating, Surface Treatment)
• Advanced Analytics
• Logistics & Inventory Management Modernization
• Workforce Development & Human Capital
• Energy, Environmental, and Chemical Management
• Depot-Wide Maintenance, Diagnostics, and Parts Modernization

Specifically, the government is seeking technologies to improve maintenance, sustainment, and parts management for various equipment types at Anniston Army Depot, aiming to reduce downtime and improve readiness.

Contracts awarded under this CSO will be fixed-price, potentially including fixed-price incentive fee contracts, and will follow FAR Part 12 Commercial Item Procedures. The CSO is open continuously until September 30, 2030, with the possibility of extension.

The process may involve up to three phases:

• Phase 1: Solution Brief: Initial submission to assess relevance and technical feasibility.
• Phase 2: Presentation/Pitch: If invited, offerors elaborate on their solution.
• Phase 3: Commercial Solution Proposal (CSP): Invited offerors submit a full technical and price proposal.

Evaluation is based on individual merit, technical feasibility, mission relevance, and implementation readiness. The government reserves the right to adjust the phases or move expeditiously.

Both traditional and non-traditional defense contractors are eligible. Specific set-aside requirements will be detailed in individual Aols. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov.

Areas of Interest (Aol) will be published separately on SAM.gov. Offerors are encouraged to check the GPE website for new Aol postings. Contact information for the CSO Manager and Alternate POC is provided.

This document outlines the U.S. Army's need for material testing and analysis services to support the Anniston Army Depot (ANAD). ANAD requires independent laboratory services to aid in the maintenance, repair, overhaul, and modernization of military vehicles and equipment. The government lacks in-house capacity for all required testing.

• Weld Procedure Qualification Sample Processing: Includes non-destructive testing (NDT) if ANAD's equipment is unavailable (Visual, Magnetic Particle, Liquid Penetrant, Ultrasonic, Radiographic, Eddy Current testing). Requires testing per applicable weld codes (AWS, ASME, Military Standards) including Tensile, Bend, Macroetch, Visual Inspection, Chemical Analysis, and Charpy V-notch testing. A comprehensive electronic test report is required for each sample.

• Materials Identification: Contractor shall identify materials using analytical techniques (Optical Emission Spectroscopy, X-Ray Fluorescence, Positive Material Identification, Microscopy) per applicable military and industry standards. A written report detailing composition, standards met, and observations is required.

• General Materials Testing: Services for ferrous and non-ferrous metals, polymers, coatings, etc., including but not limited to Hardness Testing, Tensile Testing, Impact Testing, Corrosion Testing, Plating Thickness/Adhesion/Analysis, Chemical Analysis, Microstructural Analysis, and Failure Analysis. All testing must adhere to applicable military standards and industry best practices. A detailed written report with test descriptions, procedures, results, analysis, applicable standards, and photographic documentation is required.

• The document references "W911KF-25-S-C002" for procedure details and indicates the authority is derived from ACC-ANAD Commercial Solutions Opening W911KF-25-S-C002, dated 19 May 2025, under Section 803 of the National Defense Authorization Act for FY2022.

• ACC-ANAD is not obligated to issue an award; awards are subject to fund availability and successful negotiations.

• Submission Deadline: Written solutions must be submitted via email by 4:00 P.M. (CDT) on 26 May 2026.

• Questions Deadline: All questions must be submitted no later than 14 May 2028.

• Site Visit: An organized site visit is scheduled for 11 May 2026, at 10:00 A.M. CST. Interested parties must notify POCs three (3) working days prior to attend.

• Opportunity Close Date: The AoI closes at 4:00 P.M. (CDT) on 26 May 2026.

• Selected companies must be registered in the System for Award Management (SAM.gov).

• Interested parties are encouraged to visit www.sam.gov for the full posting.

• The Government reserves the right to modify requirements.
