• Weld Procedure Qualification Sample Processing: Includes receiving samples, performing Non-Destructive Testing (NDT) if ANAD's equipment is unavailable (Visual Testing, Magnetic Particle Testing, Liquid Penetrant Testing, Ultrasonic Testing, Radiographic Testing, Eddy Current Testing), and performing all remaining required testing as per applicable weld codes (AWS, ASME, Military Standards).

• Materials Identification: Using analytical techniques such as Optical Emission Spectroscopy (OES), X-Ray Fluorescence (XRF), Positive Material Identification (PMI), and Microscopy (Optical/SEM) in accordance with applicable standards.

• General Materials Testing: Including but not limited to Hardness Testing, Tensile Testing, Impact Testing, Corrosion Testing, Plating Thickness Measurement, Plating Analysis, Chemical Analysis, Microstructural Analysis, and Failure Analysis.

• Reporting: Comprehensive test reports are required for all testing, submitted electronically, detailing procedures, results, analysis, applicable standards, and photographic documentation where appropriate.

• The authority for this CSO AoI is Section 803 of the National Defense Authorization Act for FY2022.

• Site Visit: Scheduled for May 11, 2026, at 10:00 AM CST. Interested parties must notify POCs three working days prior.

• Written Solution Submission: Due by 4:00 PM CDT on May 26, 2026, via email to specified POCs, with the subject line "SOLUTION for Specific AoI 0006 Material Laboratory Services."

• Questions Deadline: Submit all questions no later than May 14, 2026.

• AoI Open Period Closes: May 26, 2026, at 4:00 PM CDT.

• Companies must be registered in the System for Award Management (SAM.gov).

• ACC-ANAD is not obligated to issue an RFP or make an award.

• This AoI does not authorize performance or obligate the Government for costs incurred by offerors.

• The Government will issue a written directive or contractual document signed by the Contracting Officer prior to commencement of any activities.

• ACC-ANAD reserves the right to modify the requirements of this AoI.

This solicitation is for Material Laboratory Services to be provided to the Anniston Army Depot (ANAD). ANAD requires independent laboratory services to support maintenance, repair, overhaul, and modernization efforts, as they lack the in-house capacity for all required materials testing.

• Weld Procedure Qualification Sample Processing, including NDT services if ANAD's equipment is unavailable (Visual, Magnetic Particle, Liquid Penetrant, Ultrasonic, Radiographic, Eddy Current Testing).

• Performance of testing and processing as specified by AWS and ASME standards.

• Comprehensive test reports for welding procedure samples, submitted electronically.

• Materials identification using appropriate analytical techniques (Optical Emission Spectroscopy, X-Ray Fluorescence, Positive Material Identification, Microscopy).

• Performance of a wide range of materials testing for ferrous and non-ferrous metals, polymers, coatings, and other materials, including but not limited to: Hardness Testing, Tensile Testing, Impact Testing, Corrosion Testing, Plating Thickness Measurement, Plating Adhesion, Plating Analysis, Chemical Analysis, Microstructural Analysis, Failure Analysis.

• All testing must be performed in accordance with applicable military standards and industry best practices.

• Detailed written reports for each testing request, including test descriptions, procedures, results, analysis, interpretation, applicable standards met, and photographic documentation as appropriate.

This document is a Commercial Solutions Opening (CSO) announcement from the U.S. Army Contracting Command – Anniston Army Depot (ACC-HDA). It serves as a general announcement mechanism to modernize the Organic Industrial Base (OIB) at Anniston Army Depot by acquiring commercial products, commercial services, and non-developmental items. The CSO aims to integrate advanced manufacturing technologies and streamline processes to enhance the Army's capability and "Speed of Battle."

The CSO is seeking innovative commercial technologies and solutions across various "Areas of Interest" (Aol), including but not limited to:

• Agile & Adaptive Facilities
• Connected Digital Enterprise
• Advanced Manufacturing & Maintenance
• Automation & Robotics
• Process Modernization (e.g., Coating, Surface Treatment)
• Advanced Analytics
• Logistics & Inventory Management Modernization
• Workforce Development & Human Capital
• Energy, Environmental, and Chemical Management
• Depot-Wide Maintenance, Diagnostics, and Parts Modernization

Specifically, the government is seeking technologies to improve maintenance, sustainment, and parts management for various equipment types at Anniston Army Depot, aiming to reduce downtime and improve readiness.

Contracts awarded under this CSO will be fixed-price, potentially including fixed-price incentive fee contracts, and will follow FAR Part 12 Commercial Item Procedures. The CSO is open continuously until September 30, 2030, with the possibility of extension.

The process may involve up to three phases:

• Phase 1: Solution Brief: Initial submission to assess relevance and technical feasibility.
• Phase 2: Presentation/Pitch: If invited, offerors elaborate on their solution.
• Phase 3: Commercial Solution Proposal (CSP): Invited offerors submit a full technical and price proposal.

Evaluation is based on individual merit, technical feasibility, mission relevance, and implementation readiness. The government reserves the right to adjust the phases or move expeditiously.

Both traditional and non-traditional defense contractors are eligible. Specific set-aside requirements will be detailed in individual Aols. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov.
