The 766th Enterprise Sourcing Squadron (766 ESS) is conducting a Sources Sought for Maui Base Operations Support (BOS) Services and Design, Construction, and Design-Build projects for the 15th Space Surveillance Squadron (15 SpSS) on the Island of Maui, Hawaii. This is for market research and planning purposes only. Responses are due by May 5, 2026, 4:00 PM Hawaii Standard Time.

Purpose of Sources Sought

This notice is solely for information and planning, not a Request for Proposal (RFP). The Government is seeking to identify interested vendors to determine the acquisition strategy and potential small business set-asides. Information gathered will help decide if a single contract for both BOS and construction, or separate contracts (e.g., a Multiple Award Construction (MAC) and a BOS contract that oversees MAC awards), will be pursued. A potential solicitation could be issued in Calendar Year 2027.

Scope of Work

The requirement encompasses two main areas:

  • Base Operations Support (BOS) Services: Includes management, equipment, and services for facility operations, administration, customer support, infrastructure maintenance/repair/demolition, physical plant operations, grounds maintenance, refuse collection, architect/engineer services, security system maintenance, property control, vehicle control, central shipping/receiving, warehouse storage, and janitorial services. This also includes extensive Information Technology (IT) Core Communications Services for approximately 250 users, covering network infrastructure (switches, routers, servers, cryptographic devices), NetOps, Client Systems Team (CST), BECO, Cybersecurity, CFP, LRA, COMSEC, and IT Asset Management.
  • Design, Construction, and Design-Build Projects: These efforts may be procured via one or more contract solutions.

Key Requirements

  • Security Clearance: The highest level required is DOD TS/SCI.
  • Availability: 24-hour standby customer service, emergency response, and plant operations are required.
  • Personnel: Contractor personnel must be U.S. citizens, possess appropriate licensing/certifications, and meet specific security clearance and cybersecurity training requirements.
  • Place of Performance: Services will be performed at two geographically separate locations on Maui: a sea-level site in Kihei (approx. 3.42 acres with 5,800 sq ft building, and 2.3 acres with 33,000 sq ft office facility, soon to be replaced by a 40,000 sq ft facility) and the summit of Mt. Haleakala (4.43 acres with 89,500 sq ft of buildings).

  • Estimated Magnitude: BOS Services plus an expected $50K to $100K in minor maintenance & repair annually. Multiple construction maintenance & repair projects between $350K to $30M, for a maximum ceiling of $30M annually.
  • Current Contract: The incumbent is Kupono Government Services, LLC (FA521523C0003), awarded as an 8A Sole Source with a value of $70.2M.
