This document provides responses to vendor questions regarding the Cryogenic Fuel System Operator position and related PWS requirements.

• SCA Labor Category: The applicable wage determination is 23312 - Fuel Distribution System Operator 31.46.
• Forklift Certification: Active duty military personnel currently possess forklift licenses. The Marines will fund any necessary contractor licensing and certification if the situation changes.
• Tools & PPE: The government will provide all tools and PPE, except for coveralls and boots, which are the contractor's responsibility.
• Federal Holidays: Contractors are not required to work on Federal holidays. A list of holidays is included in the PWS.
• "Buddy System": Active duty workers will be provided to act as the "buddy" for cryogenic operations, as mandated by the PWS due to the hazardous nature of handling LOX and high-pressure GN2.
• Safety Protocols: Military personnel on-site will implement mandated safety protocols.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Cryogenic Fuel System Operator Services to support Navy personnel at Marine Corps Base Hawaii.

• Task 1: Cryogenic Fuel System Operator Services:

  • Issue Liquid Oxygen (LOX), Gaseous Oxygen, and Gaseous Nitrogen carts for aircraft servicing.
  • Monitor and operate high-pressure vaporizers for liquid nitrogen and oxygen.
  • Operate forklifts incidental to the task.
  • Perform Preventive Maintenance (PM), repairs, and corrosion prevention on terminal systems and carts. The Government is responsible for parts and services.
  • Actions must comply with Maintenance Requirement Cards (MRC) and Maintenance Instruction Manuals (MIM).

• Task 2: Performance Goals:

  • Ensure all support equipment is error-free.
  • Service carts using LOX, Gaseous Oxygen, and Gaseous Nitrogen systems.
  • Process issue and receipt documents.
  • Provide courteous and professional customer service.
  • Maintain 100% compliance with safety directives and regulations.
  • Work will be subject to random inspections, customer surveys, and spot-checks.
  • Work must be completed in a quality and timely manner.
  • Preventive maintenance must comply with MRC and be logged in NALCOMIS.
  • Estimated daily maintenance is eight (8) hours for sixty-five (65) pieces of equipment.

• Acceptable Quality Level (AQL): 90% compliance in meeting PWS requirements (Sections 2.1.2 through 2.1.18).

• Surveillance Method: Random inspections, customer service feedback, and spot-checks of work completed.

• Performance Measure: Compliance in meeting PWS requirements.

• Period of Performance: Core working hours are 0630-1500 Monday through Friday, Hawaii Standard Time, excluding Federal holidays. Workdays are typically 8 hours, not to exceed 40 hours per week. Exceptions require Contracting Officer approval.

• Place of Performance: CRYOGENICS Shop Bldg. 6025, MCBH, Kaneohe Bay, HI 96863.

• Security: Only U.S. Citizens and Permanent Resident Aliens with a verified U.S. Permanent Resident Card are eligible. All personnel require base access via the Defense Bio-metric Identification System (DBIDS) credential. Background checks and potential waivers apply.

• Work Environment: Work is performed in a warehouse maintenance bay and outside. Requires operating a forklift and government vehicle, and lifting up to 55 lbs.

• Personnel: Must be able to read, write, speak, and understand English. Contractor employees are controlled and supervised by contractor management.

• Safety: Contractor is responsible for compliance with all safety regulations. Accidents must be reported within 24 hours.

• Identification: Contractor employees must be easily recognized (e.g., company name on clothing or ID badge).

• Reporting: Labor hours must be reported via the Enterprise-Wide Contractor Manpower Reporting Application (ECMRA).

Solicitation / RFP / RFQ

This solicitation (RFQ M0031826Q0007) is for the purchase of Cryogenic Fuel Services for Marine Corps Base Hawaii (MCBH). The government is seeking to procure these services to support the mission requirements of Marine Aviation Logistics Squadron-24 (MALS-24).
