Quick Summary

The Department of the Air Force (FA7014 AFDW PK) is soliciting proposals for a Media and Social Media Analysis Support Tool Service. This is a Total Small Business Set-Aside opportunity to provide the Secretary of the Air Force Office of Public Affairs (SAF/PA) with a web-based solution for comprehensive media and social media monitoring, assessment, and analytics. Proposals are due by April 17, 2026, at 1:00 PM EST.

Scope of Work

The contractor shall provide a web-based tool capable of:

  • Media Monitoring: Global search, translation, and analysis of print, broadcast, online, and paywalled content, including visual/audio media, with graphical views, sentiment analysis, and up to five years of archived data. Generate newsfeeds for up to 10,000 recipients.
  • Social Media Monitoring: Track popular U.S. and international platforms (e.g., Facebook, X, Instagram, Reddit, YouTube) using keywords, hashtags, and handles to measure volume, topics, impressions, and influencers, with graphic interpretations.
  • Listening & Monitoring: Unified system with AI capabilities for natural language queries, narrative summaries, report drafting, and real-time alerts.
  • Assessments & Analytics: Monitor conversations related to the Department of the Air Force, U.S. Air Force, and U.S. Space Force, measuring engagement, reach, and KPIs via customizable dashboards. Includes automated sentiment analysis and identification of conversation drivers.
  • Reporting: Support automated and manual text-based and visual reports, with customization options and API export capabilities.
  • Journalist Database: Maintain and update journalist databases, including contact information and social media accounts, for building media contact lists and distributing press releases. All work will be performed at the contractor's facility.

Contract Details

  • Contract Type: Firm Fixed Price (FFP).
  • Period of Performance: A 12-month base period (May 5, 2026 - May 4, 2027), followed by four 1-year option periods, and a six-month option to extend services, totaling up to 66 months (ending November 4, 2031).
  • NAICS Code: 516210, with a Size Standard of $47,000,000.00.
  • Product Service Code (PSC): DG10.

Submission & Evaluation

  • Proposal Due Date: April 17, 2026, at 1:00 PM EST.
  • Submission Method: Proposals must be submitted via email.
  • Proposal Format: Submissions require three volumes: Volume I – Technical/Mission Capability (including a 1-page Executive Summary and 5-page Technical Approach), Volume II – Past Performance, and Volume III – Price. Page limitations apply to specific sections.
  • Evaluation Factors: Technical Approach (Acceptable/Unacceptable), Past Performance (Satisfactory or Substantial required), and Price. The ability of the product to meet requirements is the highest priority. Past performance is more important than price, but price is a deciding factor. Award may be made to a higher-rated, higher-priced offeror if it represents the best value.
  • Past Performance Questionnaires (PPQs): References must return completed PPQs directly to the Contracting Officer by April 17, 2026, 1300 EST, via email to stacy.rutherford.ctr@us.af.mil and parris.kennedy@us.af.mil.
  • Notes: Offerors must be registered in the System for Award Management (SAM) prior to award. The Government intends to award based on initial proposals without interchanges. Oral presentations are not permitted. Offerors must hold prices firm for 180 calendar days.

Special Requirements

  • The solution must provide at least 60 concurrent user accounts, with expansion capability.
  • A comprehensive, well-documented, bi-directional RESTful API is required for integration.
  • 24/7 global customer support and a dedicated Air Force account representative are necessary.
  • Contractor personnel must possess or be eligible for a Tier 1 background investigation.
  • The Government retains unlimited rights to all deliverables and ownership of all data provided or entered into the system.
  • While highly desired, conversational AI interfaces for querying raw data and AI-generated summaries are not strictly required.
  • Evaluation will prioritize licensed data sources and direct licensing relationships over web crawling or scraping.
